Overview

Reporting to the Associate Director of People & Culture, the Human Resources Business Partner provides HR services for the corporation in the areas of labour relations, employee relations, policy development, recruitment, training and development, health and safety, workplace safety insurance, and special projects.

The Human Resources Business

Partner may also provide HR services to any one of the 17 lower-tier municipalities within Renfrew County on an ad hoc or regular basis based on the needs of these municipalities.

Responsibilities Participates & support the collective bargaining process and provides interpretation and recommendations to management on collective agreements, grievance procedure and other labour relations matters. Facilitates and participates in the diverse recruitment and selection of management and non-management staff across the corporation. Provides regular insights and recommendations on application of the Employment Standards Act, 2000, the Occupational Health and Safety Act, 1990, the Ontario Human Rights Code, 1990 and the Labour Relations Act, 1995.

Establishes and interprets corporate policies and advises management on their application. Provides insights and recommendations to management on matters related to performance management and performance improvement. Designs and facilitates staff training and development initiatives.

Coordinates and conducts workplace investigations Conducts pay equity plans, job evaluation,



and pay equity maintenance plans for the County of Renfrew and lower tier municipalities. Provides HR support and advisory to lower-tier municipalities on labour relations, employee relations, policy development, recruitment, training and development, health and safety, compensation, and special projects.

Qualifications University degree or Post Secondary Diploma in Business Administration or Commerce with a focus on Human Resources, Labour Relations or related field.

Certified Human Resources

Qualified (CHRP/CHRL) is considered an asset. Minimum of four years’ experience performing a wide range of Human Resource functions, previous union experience an asset. Excellent knowledge and application of the Employment Standards Act, 2000, the Occupational Health and Safety Act, 1990, the Ontario Human Rights Code, 1990, the Workplace Safety and Insurance Act, and the Labour Relations Act, 1995.

Education in municipal government (i.e. AMCT training) is considered an asset. Excellent interpersonal skills and solid written and verbal communication skills. Ability to handle and deliver multiple projects simultaneously. Ability to diplomatically navigate difficult conversations or situations.

Experience advising leaders on a wide range of employee/labour relations matters.

Experience interpreting and applying collective agreement language.

Experience using HR software and applications (i.e. HRIS). High level of initiative and independent judgement and ability to work with minimum supervision. Must have a valid driver’s license and reliable vehicle. Full-time Wage Range
