Job order - J1225-0249 - Permanent Full Time Title Assistant Building Inspector Category By-Law Enforcement City Saint John, New Brunswick, Canada Job Description Assistant Building Inspector Position Overview: The City of Saint John is currently seeking an Assistant Building Inspector.

This position will ensure that the construction and occupancy of new and existing buildings, or other property related activities, meet minimum acceptable standards as established by building codes and related by-laws.

The incumbent in this position will determine if the work related to the design approved during the permitting process is being completed in accordance with established standards. The Assistant Building Inspector works with individuals to achieve compliance with these standards before more corrective actions are determined to be required. Essential Qualifications: The successful candidate will have a college diploma in Civil Engineering Technology or Mechanical Engineering Technology, or an equivalent two-year program. Membership in the New Brunswick Society of Certified Engineering Technicians and Technologists (NBSCETT) is required, once the incumbent is eligible. There is a requirement to obtain Level 3 certification in the New Brunswick Building Officials Association (NBBOA) once actively working in the position. The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.

Primary Purpose: This service area is a public service offered to those engaging in a development, construction, renovation, demolition, or change of occupancy project within City limits. This multi-faceted position will ensure that the construction and occupancy of new and existing buildings, or other property-related activities meets minimum acceptable standards as established by building codes and property-related by-laws.

The incumbent in this position will: (1) Review plans and drawings relating to building permit applications to ensure conformance to the National Building Code of Canada, Building By-law and other applicable by-laws. (2) Determine if work related to the design approved during the permitting process is being completed in accordance with established standards. (3) Determine if properties comply with a variety of property-related by-laws. (4) Work with individuals/property owners to achieve compliance with these standards before more corrective actions are determined to be required.

This position works collaboratively in a team environment to deliver excellent customer service while meeting departmental service delivery targets. Progression: This is a progressive position and the incumbent will be required to progress to a fully qualified Assistant Building Inspector. • Inspects buildings for which a building permit has been issued to ensure compliance with the National Building Code of Canada, the Saint John Building By-law, and a number of other by-laws, codes and standards. • Inspects a variety of property issues pertaining to various municipal by-laws, including but not limited to the Zoning By-law, the Unsightly Premises and Dangerous Buildings and Structures By-law, the Minimum Property Standards By-law, and the Heritage Conservation Areas By-law. • Examines drawings, permit applications, confirms Building Code compliance, approves and issues permits as required, including making recommendations of alternative solutions under the Objective-based building code. • Works collaboratively and diligently with the front counter team to meet departmental service delivery targets. • Responds to inquiries from contractors, designers, architects, professional engineers, and the general public. • Provides clarification and guidance to colleagues with respect to the Building Code, Building By—law and other related by-laws. • Retrieves additional information from internal/external clients and applicants on an as-required basis, either at the office, or on site. • Liaises with internal/external clients, including contractors, property owners, tenants, City personnel/departments, the Fire Marshall’s Office, the Police Force and various other agencies with respect to cases and overlapping jurisdictions. • Investigates various requests and complaints from internal/external clients and citizens. • Monitors respective geographic areas within the City limits for by-law compliance. • Issues correspondence, notices of non-compliance, and stop work orders as required. • Retrieves and researches plans, files, and National Building Code of Canada with respect to inspections and requests. • Compiles file information for court actions; attends legal discoveries and court hearings, as required. • Monitors vacant buildings to ensure security and the safety of the general public. • Keeps current with industry information, including construction standards, new methods and materials and changing regulations. • Uses computer, H T E related application, mapping software, various hand tools, measuring tape, digital camera, general office equipment, and operates a motor vehicle. • Performs related duties as required. Education, Training & Experience: A college diploma in Civil Engineering Technology or Mechanical Engineering Technology, or an equivalent two year program.

Knowledge and grasp of the types, uses and grades of construction material, fabrication and rehabilitative methods, procedures, practices, standards, and various sub-trade techniques in construction of residential properties.

Must be able to communicate and deal with many and varied types of people in an effective manner under sometimes difficult conditions.

Ability to prepare clear, concise and accurate reports on inspections made. Must be able to read, understand, apply and convey data derived from plans, blue-prints, maps, specifications, by-laws, codes, standards, proposals and estimates. ESSENTIAL QUALIFICATIONS: Membership in the New Brunswick Society of Certified Engineering Technicians and Technologists (NBSCETT) is required, once the incumbent is eligible.



Must be prepared to obtain Level 3 certification in the Current Brunswick Building Officials Association (NBBOA). A working knowledge of Microsoft Office Systems and a Class 5 Driver’s License are also required.

Il doit également, une fois qu'il exerce activement ses fonctions à ce poste, obtenir un certificat de niveau 3 octroyé par l'Association des officiels de la construction du Nouveau-Brunswick. Le(la) candidat(e) retenu(e) peut être admis(e) à participer à un programme d’horaires flexibles qui prévoit la possibilité de travailler quatre (4) ou cinq (5) jours par semaine, en fonction des exigences opérationnelles.
