Position Overview

Reporting to the Manager, Water Services, the Supervisor of Water Operations is responsible for supervising, organizing and coordinating the daily operations of the water operations team, and provides leadership, functional guidance and technical direction to staff. The Supervisor of Water Operations ensures the safe, efficient and cost-effective operation and maintenance of the City’s drinking water system in compliance with federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments and acts as the Overall Responsible Operator (ORO). The Supervisor of Water Operations assists the Manager of Water Services in the development of processes, policies, standards and practices, and the strategic planning process, that support service level standards and continuous improvement, and delivers results that are aligned with the Corporation’s strategic vision, direction, and service priorities. The Supervisor of Water Operations provides leadership to the water operations team through ethical and accountable decision making, coaching and developing staff, embracing service delivery with a citizen focused approach, and providing encouragement, guidance, and technical direction.

Qualifications and Experience

• Post-secondary 3-year diploma in a Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering, or suitable equivalent.

• Education relevant to the Ministry of the Environment,



Conservation and Parks’ Water Distribution Operator Certification Program.

• Ministry of the Environment, Conservation and Parks (MECP) licensing as a Water Distribution Level II Operator, or higher, is required.

• Minimum of five (5) years of progressive experience in the operation and maintenance of a municipal drinking water system, including three (3) years of supervisory experience, preferably in a municipal/unionized environment.

• Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement initiatives.

• “Competent” under the Occupational Health and Safety Act.

• Thorough working knowledge of the maintenance and operational processes associated with municipal drinking water systems.

• Comprehensive knowledge of provincial legislation and policy that affects the operation and maintenance of municipal drinking water systems including, but not limited to, the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act, Occupational Health and Safety Act and all other applicable legislation, regulations, codes, and standards including regulations enforced by the Technical Standards and Safety Authority (TSSA) and Electrical Safety Authority (ESA).

• Ability to coach operators, plan and organize work, clearly deliver instructions, and provide appropriate feedback.

• Knowledge of troubleshooting skills and corrective action in large and/or complex drinking water systems.

• Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.

• Ability to build business relationships, resolve conflicts, negotiate, mediate, facilitate and deliver information to a wide variety of audiences. Effectively research and analyze, and effectively respond to emerging opportunities and risks.

• Ability to execute decisions and deliver results that are aligned with department goals and objectives.

• Ability to build trust and credibility in a politically sensitive role with competing demands and priorities.

• Possess strong communication skills, both verbal,



and written and expresses thoughts in an organized, concise manner. Actively listens to the issues of others in a manner that elicits cooperation and support. Ability to think under pressure and present cogent ideas and respond effectively in a public meeting settings.

• Ability to negotiate contentious matters on behalf of the municipality.

• Ability to coach, mentor, and lead, striving to create a culture of empowerment and accountability and a team that feels well supported and valued.

• Has an honest, open, and consistent approach to working with others toward organizational strategic objectives and possesses strong relationship and interpersonal skills, including the ability to build relationships and develop and maintain partnerships.

• Continuously seeks to stay current and be at the leading edge in their field and is committed to continuous learning; demonstrates self‐motivation and self‐direction, being able to work independently with sense of urgency to task completion.

• Is creative, and has the ability to embrace creative opportunities, while recognizing the necessity of working with limited resources and in alignment with the strategic directions of the City.

• Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.

• Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities

• Strong computer skills particularly with Microsoft Office Suite, GIS, GPS, SCADA, AutoCAD, Asset Management, municipal and government databases.

• Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.

• Flexible and available to work irregular hours including weekends and stand-by/on-call as required.
