Position Overview

Responsible for performing mechanical servicing at City owned facilities including libraries, parks and unmanned buildings. Performs installations, inspections and repair/maintenance of equipment associated with heating, ventilation, refrigeration and air conditioning, air distribution systems and humidification systems. Completes associated purchasing and job order paperwork and provides assistance with various staff, suppliers and external contractors. Coordinates and oversees the work activities of contractors, as assigned.

Assists

Supervisor by performing the role of lead hand to Building Maintenance Operators and the work of external contractors to ensure compliance with all applicable codes.

Responsibilities

Oversight/Maintenance of Systems, Equipment and Controls

- Installs, inspects, repairs, replaces, and/or maintains mechanical equipment, furnaces, rooftop units, chillers, heat pumps, humidifiers, fans, etc. at City, Hydro and Library facilities as required.
- Locates and troubleshoots defects with testing instruments in electronic boards, electrical control circuits, motors, variable air volume controls, refrigeration-water-gas-piping distribution,



humidification systems and other mechanical equipment.
- Reclaims, moves, stores and recharges CFC/HCFC/HFC in accordance with Environment Canada Act.
- Checks duct systems and perform air balancing procedures/measurements to maintain air distribution equipment.
- Implements and/or monitors established preventative maintenance programs including changing filters, lubrication, adjusting and replacing belts/pulleys, cleaning equipment, adjusting and maintaining controls, etc. as required.
- Maintains assigned equipment and an inventory of necessary supplies; ensures completion of associated records and documentation to account for same.
- Receives and organizes daily work orders to complete in an expeditious manner, including determining the necessary material and equipment.
- Utilizes a variety of tools/equipment and is responsible for their proper usage and maintenance.
- Travels to various work locations and operate pickup, van, aerial tower and/or boom lifts for repair, installation and maintenance of mechanical systems in facilities and parks.
- Performs work in adverse work environments, including year-round outdoor conditions, confined space using appropriate safety devices and procedures.
- Troubleshoots/locates mechanical defects with testing instruments in wiring, motors, fuses, switches and other equipment.

Financial and Planning Activities

- Initiates P-Card purchases to obtain goods/services, as required.
- Prepares purchase requisitions/forms, quotes, and submits to the Manager for authorization; and to complete associated paperwork to acknowledge receipt of supplies/services.
- Provides assistance in the preparation of cost estimates and specifications, as required.
- Assists Manager in preparation of Capital and Operating budgets.

Interactions With Others

- Acts as lead hand to Building Maintenance Operators, prioritizes work, provides guidance and training as necessary.




- Coordinates and oversees the work of internal staff and contractors and provides scope of work and training to other staff to ensure compliance to safety standards and specifications.
- Responds to enquiries and/or liaises with staff, suppliers, contractors, departments/organizations, etc. as required to expedite job responsibilities.
- Liaises with management to ensure the Corporation is in compliance with all applicable codes.

Qualifications and Experience

- High School Diploma.
- Grade 12 or suitable equivalent.
- Minimum of five (5) years' related work experience.
- 313A Refrigeration and Air Conditioning Systems Mechanic License.
- Ontario Provincial Journeyman Technician 2 License (Gas Fitter 2 and propane).
- Certification of CFC/HCFC/HFC Environment Canada OZONE card.
- Knowledge of the Boiler and Pressure Vessels Act.
- Ability to work outside normal business hours, as required.
- Knowledge of the Occupational Health and Safety Act and Construction Safety Act as it relates to secure electrical servicing practices.
- Working knowledge and ability to read blueprints and control wire diagrams, computers and Energy Management Systems.
- Knowledge of Ontario Fire Code, Building Code, Ontario Electrical Safety Code 2002. Occupational Health and Safety Act, Health Protection and Promotion Act.
- Possess good interpersonal skills with the ability to deal effectively and courteously with the public, staff, contractors, and governing authorities.
- Basic First Aid and CPR Certification an asset.
- Knowledge of all applicable codes and best practices to ensure Corporation is in compliance.
- Ability to lift and carry objects of various weights up to 50 lbs.; ability to climb, stoop, crawl and bend in all types of weather.
- Available to work outside normal business hours including shifts/weekends/overtime in emergency situations, and in accordance with the Collective Agreement.
- Valid Ontario Class “G” drivers license, in good standing.
