Primary Duties The Utilities Engineer leads the delivery of multi‑disciplinary capital projects within the water and wastewater utilities, including planning, design, and contract administration. The role is responsible for implementing capital and asset management programs that ensure the safe, reliable, and compliant delivery of utility services in alignment with Utilities Kingston’s mission, vision, and values.

Major Responsibilities

1. Design water and sewer infrastructure projects that incorporate engineering best practices and design principles while coordinating various other infrastructure projects including natural gas, electric, roads and storm sewers.
2. Provide oversight throughout the life of a capital project including budget, schedule, and scope management.
3. Lead procurements and prepare procurement documents for a range of services including professional services and construction using RFQ/RFP/tender in accordance with Utilities Kingston purchasing policy, coordinate internal reviews, issue addenda, respond to proponent inquiries, participate in bid evaluations, and support contract award and execution.
4. Provide construction administration support and oversight for capital projects, including RFIs, shop drawing/submittal review, and change order management, ensuring compliance with applicable legislation and regulations, municipal by-laws, and relevant industry standards and codes.

Ensure Utilities Kingston maintains compliance with contracts and applicable laws and regulations through effective contract administration and enforcement, including holding service providers accountable for meeting contractual requirements.
6. Manage assignments delivered by external engineering service providers, ensuring designs meet project requirements and engineering best practices, and are delivered on schedule and within budget.
7. Maintain up-to-date knowledge of government and external agency approval and permitting requirements to support the preparation and submission of permit and approval applications.
8. Maintain up-to-date knowledge and expertise in applicable Canadian and Ontario codes and standards governing the design, construction, and operation of water and wastewater infrastructure.
9. Maintain up-to-date knowledge of standard industry contracts and revise standard agreements and special provisions to address project-specific requirements.
10. Develop capital project delivery plans by identifying project requirements and scope of work.
11. Coordination with internal and external stakeholder and project partners such as roads, transit, rail, conservation authority, and utilities managed by external providers.
12. Conduct public information sessions and communicate with the public and stakeholders as required.
13. Support internal stakeholders and cross‑departmental teams within Utilities Kingston by providing technical expertise, project coordination, and guidance to achieve operational, capital, and regulatory objectives.

Education, Certification and Other Qualifications Required

1. Bachelor’s Degree in Civil, Environmental, or related Engineering discipline.
2. A Licensed Professional Engineer (P.Eng.) in the Province of Ontario.
3. 3-5 years of progressively responsible engineering experience in a municipal utility or consulting environment, with direct involvement in water and/or wastewater infrastructure.
4. Experience reviewing and/or supporting water and wastewater engineering designs for linear assets and facilities.
5. Project Management Professional (PMP) is an asset

6. Class G drivers’ licence

Knowledge, Skills & Abilities:
1. Advanced knowledge of hydraulics, hydrology, pipe and pump system hydraulics, and water and wastewater treatment processes
2.



Intermediate knowledge of water and wastewater design principles as it applies to municipal infrastructure – system capacity, redundancy, constructability, and maintainability.
3. Working knowledge of how engineering theory is applied throughout the capital project lifecycle – design, procurement, construction, closeout.
4. Intermediate understanding of Contract Law as it applies to public-sector engineering and construction projects.
5. Intermediate knowledge of procurement methodologies including RFP, RFQ, Tender, and professional services selection.
6. Intermediate knowledge of applicable acts, regulations, and approvals governing municipal water and wastewater infrastructure – OPSS, OPSD, MECP, Construction Act.
7. Intermediate knowledge of Occupational Health and Safety requirements as it relates to engineering design and hazard identification, construction activities and contractor oversight, and Utilities Kingston staff and the public.
8. Advanced proficiency MS Office (eg. Excel, Outlook, Sharepoint, Word) to support project reporting, budget tracking, schedule management.
9. Advanced written and verbal communication skills with ability to prepare clear technical reports, correspondence, and recommendations.
10. Intermediate skills in project budget and schedule management.
11. Ability to manage multiple concurrent capital projects while maintaining schedule, budget, safety, quality, and regulatory compliance.
12. Advanced time management and prioritization skills to meet competing project demands and operational constraints.
13. Intermediate heavy civil/industrial facility construction project management skills
