Overview
The Nunavut Devolution Agreement, signed on January 18, 2024, between the Government of Nunavut (GN), the Government of Canada (GC), and Nunavut Tunngavik Incorporated (NTI), requires the GN to restructure in order to assume responsibility for Crown lands, internal waters, and resource development. This position will initially be located with the Devolution Secretariat and will transition to the current department responsible for these functions effective April 1, 2027. This shift supports a broader realignment to strengthen stewardship of mineral development, land management, and freshwater resources under a single mandate. The successful candidate will play a key role in this transition and in establishing the new department, including supporting early implementation and onboarding of future staff. Reporting
Reporting to the Executive Director, Devolution, the Director, Policy Planning and Communications provides overall leadership for policy, planning, legislation, research, and communications for the department. The Director supports the Minister and Senior Management by coordinating policy development, preparing briefing materials and ministerial correspondence, and managing Cabinet‑related documentation. The position also oversees departmental evaluation, program planning information, and internal and external communications.
Responsibilities
Providing strategic leadership and coordination for the new department’s policy and legislative transition to support devolution.
Providing training and support to devolving federal employees on the Government of Nunavut policy and legislative framework.
Supporting the successful implementation of the Devolution Agreement and leading the policy function of the current department after the transfer date.
Advising, guiding and consulting with the Senior Management Committee on strategic planning, policy and legislation development; seeking legal advice where necessary.
Monitoring, evaluating and assessing political, social, economic, and demographic trends and developments that may impact community and government services.
Identifying the priorities of both territorial and municipal governments to ensure these priorities are integrated into the development of departmental policies and legislation.
Coordinating data collection as needed; analyzing and presenting data using appropriate statistical measurement tools.
Preparing all policy submissions in collaboration with the appropriate departmental divisions for consideration by the Senior Management Committee.
Guiding the development of performance indicators for departmental management to support a results‑based system.
Selecting, directing, motivating and evaluating staff to work toward departmental and divisional objectives.
Qualifications
Post‑secondary degree in social sciences, law, management, business administration or related field.
Five years of progressive managerial experience in policy, planning, program management or related fields.
Position of Trust; satisfactory Criminal Record Check required.
Fluency in one or more of Nunavut’s official languages (Inuktut, English, French) is an asset.
Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross‑cultural environment is an asset.
Acceptable combinations of education and experience may be considered; applicants with equivalent education and/or experience that meets the requirements are encouraged to apply.
