Duties:
Reporting to the Manager of Human Resources, the Recruitment Consultant is responsible for leading and overseeing the full-cycle recruitment and selection function for the Corporation. The role ensures compliant, efficient, and strategic hiring practices aligned with legislative requirements, collective agreements, and corporate workforce planning objectives.
The Consultant leads recruitment, partners with departmental leaders, and ensures the consistent delivery of equitable, defensible, and compliant talent acquisition practices across both unionized and non-unionized employee groups.
Work Performed:
- Coordinate recruitment activities, including assignment of competitions, monitoring workload, and ensuring service standards are met.
- Provide advice, guidance, and oversight to hiring managers on full-cycle recruitment processes, ensuring alignment with Collective Agreements, legislation, and City policies, including job posting, sourcing, screening, interviewing, selection, and offer management.
- Develop and formalize onboarding policies, procedures, and standardized tools, including pre-employment and orientation processes, ensuring consistent application across the Corporation and compliance with applicable legislation and corporate standards.
- Provide strategic guidance to hiring managers on recruitment approaches, workforce planning, and talent market conditions.
- Ensure recruitment practices comply with applicable legislation (e.g., ESA, Human Rights Code), collective agreements, and corporate policies.
- Develop, implement, and continuously improve recruitment policies, procedures, and standardized tools (e.g., interview guides, scoring matrices).
- Oversee the administration and optimization of the Applicant Tracking System (e.g., VidCruiter),
including training and system enhancements.
- Monitor recruitment metrics (time-to-fill, quality of hire, candidate experience) and prepare regular reports for senior leadership.
- Participate in complex or sensitive recruitment processes, including senior-level hires and internal competitions.
- Provide advice on equitable hiring practices, diversity and inclusion strategies, and barrier-free recruitment.
- Ensure proper documentation and records management for recruitment activities in compliance with MFIPPA and corporate standards.
- Support labour relations considerations in recruitment, including internal posting obligations, seniority considerations, and grievance risk mitigation.
- Assist in employer branding initiatives, outreach strategies, and partnerships with educational institutions or community organizations.
- Participate in budget planning related to recruitment tools, advertising, and staffing resources.
- Support organizational initiatives related to workforce planning and the People Plan.
- Perform other related duties as assigned.
Qualifications:
- Undergraduate degree in Human Resources, Business Administration, Public Administration, or related field or equivalent.
- CHRP/CHRL designation (or working towards) considered an asset.
- Minimum 3–5 years of progressive recruitment experience.
- Experience in a municipal or public sector environment preferred.
Specialized Skills, Abilities, Training, License, Memberships, or Certifications
- Solid knowledge of employment-related legislation, including the Employment Standards Act, Human Rights Code, and applicable privacy legislation (MFIPPA).
- Working knowledge of collective agreements and unionized recruitment environments.
- Demonstrated experience managing high-volume and complex recruitment processes.
- Experience with Applicant Tracking Systems (e.g., VidCruiter) and HRIS platforms.
- Strong understanding of equitable hiring practices and inclusive recruitment strategies.
- Proven ability to develop structured interview processes and competency-based assessment tools.
- Strong analytical skills with the ability to interpret recruitment data and drive process improvements.
- Excellent communication and interpersonal skills, with the ability to influence and advise management.
- Strong organizational and problem-solving skills with the ability to manage competing priorities.
- Ability to maintain confidentiality and exercise discretion in sensitive matters.
- Proficient in Microsoft Office Suite.
