Position Overview
Reporting to the Manager, Water Services, the Supervisor of Water Operations is responsible for supervising, organizing and coordinating the daily operations of the water operations team, and provides leadership, functional guidance and technical direction to staff. The Supervisor of Water Operations ensures the safe, efficient and cost-effective operation and maintenance of the City's drinking water system in compliance with federal, provincial, environmental, and health and safety legislation, regulations, codes, standards, and amendments and acts as the Overall Responsible Operator (ORO). The Supervisor of Water Operations assists the Manager of Water Services in the development of processes, policies, standards and practices, and the strategic planning process, that support service level standards and continuous improvement, and delivers results that are aligned with the Corporation's strategic vision, direction, and service priorities. The Supervisor of Water Operations provides leadership to the water operations team through ethical and accountable decision making, coaching and developing staff, embracing service delivery with a citizen focused approach, and providing encouragement, guidance, and technical direction.
Responsibilities
- Oversees the daily operation and maintenance of the municipal drinking water system and associated infrastructure.
- Ensures full compliance with all applicable legislation, approvals, regulations, and City policies, including operational, reporting, and record-keeping requirements.
- Develops and implements operational controls, preventative and protective maintenance programs, and emergency preparedness plans.
- Monitors system performance, equipment, and facilities; directs inspections, testing, repairs, maintenance, and capital coordination as required.
Acts as Overall Responsible Operator (ORO), liaises with regulatory agencies, responds to public inquiries, and participates in on-call/stand-by rotations.
- Provides leadership, coaching, and performance management to staff, supporting recruitment, training, engagement, and professional development.
- Oversees daily workforce operations including scheduling, payroll and time approvals, workorder completion, site inspections, and service delivery.
- Ensures a high standard of customer service, collaboration, communication, and service excellence aligned with departmental and corporate objectives.
- Promotes a safe, inclusive,
and respectful work environment; ensures compliance with Occupational Health and Safety policies, hazard controls, and incident response.
- Ensures staff have appropriate tools, resources, training, and certification to perform duties safely and effectively, coordinating with Compliance and Training as required.
- Participates in operational and capital program planning, including preparation and monitoring of short- and long-term budgets.
- Exercises financial control by monitoring expenditures, reconciling accounts, authorizing payments, and identifying and explaining budget variances.
- Oversees procurement and contracting activities, including preparation of specifications, bid reviews, contract administration, and ensuring work is completed in accordance with approved terms and policies.
- Manages inventory, materials, tools, and equipment; authorizes purchasing within assigned limits and monitors unit costs and productivity to ensure value and accountability.
- Provides operational and maintenance input into the design of new and upgraded water infrastructure and manages commissioning and assumption of facilities and equipment.
- Participates in contractor evaluations and maintains liaison with consultants, contractors, and stakeholders throughout construction and commissioning phases.
- Oversees documentation, record keeping, and staff training related to new or upgraded infrastructure and systems.
- Identifies and implements opportunities to improve operational efficiency, service delivery, policies, procedures, and service level standards.
- Stays current on regulatory requirements, technologies, and best practices; participates in committees and liaises across departments, agencies, and the public on water operations and projects.
Qualifications and Experience
- Post-secondary 3-year diploma in a Civil Engineering Technology, Environmental Technology, or a University degree in Civil Engineering, or suitable equivalent.
- Education relevant to the Ministry of the Workplace, Conservation and Parks' Water Distribution Operator Certification Program.
- Ministry of the Environment, Conservation and Parks (MECP) licensing as a Water Distribution Level II Operator, or higher, is required.
- Minimum of five (5) years of progressive experience in the operation and maintenance of a municipal drinking water system, including three (3) years of supervisory experience, preferably in a municipal/unionized environment.
- Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement initiatives.
- “Competent” under the Occupational Health and Safety Act.
- Thorough working knowledge of the maintenance and operational processes associated with municipal drinking water systems.
- Comprehensive knowledge of provincial legislation and policy that affects the operation and maintenance of municipal drinking water systems including, but not limited to, the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Nutrient Management Act, Occupational Health and Safety Act and all other applicable legislation, regulations, codes, and standards including regulations enforced by the Technical Standards and Safety Authority (TSSA) and Electrical Safety Authority (ESA).
- Ability to coach operators, plan and organize work, clearly deliver instructions,
and provide appropriate feedback.
- Knowledge of troubleshooting skills and corrective action in large and/or complex drinking water systems.
- Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.
- Ability to build business relationships, resolve conflicts, negotiate, mediate, facilitate and deliver information to a wide variety of audiences. Effectively research and analyze, and effectively respond to emerging opportunities and risks.
- Ability to execute decisions and deliver results that are aligned with department goals and objectives.
- Ability to build trust and credibility in a politically sensitive role with competing demands and priorities.
- Possess strong communication skills, both verbal, and written and expresses thoughts in an organized, concise manner. Actively listens to the issues of others in a manner that elicits cooperation and support. Ability to think under pressure and present cogent ideas and respond effectively in a public meeting settings.
- Ability to negotiate contentious matters on behalf of the municipality.
- Ability to coach, mentor, and lead, striving to create a culture of empowerment and accountability and a team that feels well supported and valued.

- Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities
- Strong computer skills particularly with Microsoft Office Suite, GIS, GPS, SCADA, AutoCAD, Asset Management, municipal and government databases.
- Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.
- Flexible and available to work irregular hours including weekends and stand-by/on-call as required.
Working Conditions
- Standard office environment with regular site/field visits.
- Maintain ability to travel in a timely manner to other offices, work locations, or sites as authorized by the City for business reasons.
- Must possess and maintain a valid and restriction free driver's license of appropriate class to carry out the duties of the job.
- Successful candidate will participate in an on-call/stand-by rotation and is subject to after-hours emergency call-ins.
