nThis position is a IAFF 80 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.n

Job Summary

nUnder supervision of the Fire Marshal, this position oversees the development, amendment and enforcement of municipal bylaws under the jurisdiction of the Saskatoon Fire Department. Supervises the work of staff engaged in the compliance and enforcement of applicable acts, bylaws, provincial legislation, and National Fire and/or Building Codes.n

Duties & Responsibilities

- Supervises, plans, organizes, assigns work to, and conducts performance reviews of staff engaged in the compliance and enforcement of applicable acts, bylaws, provincial legislation, and National Fire and/or Building Codes.
n
- Presents, conducts, develops and implements fire prevention technical education to internal and external stakeholders.
n
- Assists with the coordination of education and enforcement actions with Fire, Police, the Saskatoon Health Region, and other internal and external stakeholders as required.
n
- Prepares and/or reviews information, compiles documentation, attends appeals and court to support Fire Inspectors and Fire Bylaw Inspectors.
n
- Reviews and interprets technical reports and development plans to ensure compliance with the required Codes and Standards.
n




- Assists with the development and implementation of a program to support service delivery of inspections and enforcement.
n
- Performs plan reviews, emergency response plan reviews, occupancy inspections, and other special assignments.
n
- Plans, coordinates, and delivers on-boarding and education.
n
- Provides accurate oral and written interpretations of bylaw regulations and/or provincial legislation for reporting to stakeholders.
n
- Issues corrective notices, letters and orders under the terms of the Acts and Bylaws as directed by the Fire Marshal and/or Assistant Chief.

- Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public and employee health and safety.

- Prepares written and oral correspondence in response to enquiries.
n
- Performs other related duties as assigned.

nQualificationsn

n
- Grade 12 education or equivalent.
n
- Six years’ experience in the administration and enforcement of municipal bylaws, Codes, and Acts, including experience in conducting complex fire investigations. Two years’ experience supervising and coordinating staff.
n




- Fire Inspector Level I and Level II (NFPA 1031) IFSAC and/or ProBoard certification.nORn

- Fire Inspector (NFPA 1030) IFSAC and/or ProBoard certification.
- Fire Investigator (NFPA 1033)
- Fire Service Instructor Level I (NFPA 1041)
- Must attain Fire Service Instructor Level 2 (NFPA 1041) within two years.
- Successful completion of the Saskatoon Fire Department Training Program for Fire Investigators and Saskatoon Fire Department Community Risk Reduction Officer Program.
- Successful completion of an acceptable Leadership course approved by the Saskatoon Fire Department.
- Successful completion of corporate supervisory training as available.

- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a protected driving record.
- Thorough knowledge of municipal bylaws, Acts, National Fire Code and National Building Code of Canada.

- Demonstrated thorough knowledge of the Cities Act, Fire Safety Act and Regulations, City of Saskatoon Fire and Protective Services Bylaw, The Property Maintenance and Nuisance Abatement Bylaw, The Underground Encroachment and Sidewalk Safety Bylaw, The Transportation of Dangerous Goods Bylaw, The Private Swimming Pools Bylaw, and The Traffic Bylaw.
- Demonstrated ability to resolve disputes utilizing sound judgement, discretion and mediation techniques.
- Knowledge of Fire Department functions and responsibilities..
