Description The Interim Director of Community Health Center Implementation provides senior operational leadership to plan, implement, and support the launch of the Thornhill Community Health Center (CHC), including operational planning, workforce readiness, system and policy development, partnerships, and overall operational readiness.
The role focuses on translating approved strategic and organizational priorities into actionable plans, timelines, and deliverables to ensure the CHC opens safely, compliantly, and in alignment with Community Health Centre and Ontario Health requirements.
Reena is seeking to hire a temporary eleven (11) month position to support the implementation of the CHC, pending confirmation of funding from Ontario Health IPCT.
Compensation : This position offers an annual salary of CAD $102,000. This position will be eligible for a bonus of up to 10%, contingent on the successful completion of the project.

Key Responsibilities 1. Executive Leadership and Program Planning
Provide executive leadership during the planning, launch, and stabilization of the CHC
Translate strategic priorities into operational plans, timelines, and deliverables aligned with CHC requirements
Lead cross-functional coordination with internal teams and external partners
2. Operational Readiness and Implementation Leadership
Lead and oversee operational readiness planning to ensure the clinic is prepared for opening and early operations
Establish and validate clinic workflows, including intake, triage, referral and discharge processes
Ensure emergency protocols,
escalation pathways, and incident response processes are developed and tested
3. Policies, Procedures and Compliance
Lead development and implementation of clinic policies and procedures
Ensure readiness for compliance with privacy, documentation and regulatory requirements (e.g., PHIPA)
Support the establishment of quality, safety, and risk management processes, including incident and complaint management
4. Workforce Planning, Recruitment and Training
Develop staffing models and hiring plans aligned with service needs and budget
Support recruitment, onboarding, and training planning for clinical and administrative staff in collaboration with Reena HR and leadership
Establish role clarity, supervision frameworks, and escalation structures
5. Ontario Health Funding and Multi-Sector Accountability Agreement (MSAA) Readiness
Support Ontario Health engagement, contract negotiations and MSAA readiness planning
Ensure operational requirements related to funding, reporting and compliance are addressed
Maintain documentation and organizational readiness to meet funder and accountability expectations
6. Financial and Operating Model Development
Support the development of sustainable operating models and service planning assumptions
Oversee budget development for staffing, operations, and service delivery
Identify operational and financial risks and propose mitigation strategies
7. Digital Health and Electronic Medical Record (EMR) Implementation Guidance
Provide leadership guidance for EMR selection, implementation, and workflow integration
Ensure digital tools support patient flow, clinical documentation, and reporting needs
Support adoption planning, staff training, and change management in collaboration with IT and vendors
8. Partnerships, Integration and Referral Pathways
Support integration of service partners and referral pathways (labs, diagnostics, hospitals, community providers)
Build and maintain relationships with local stakeholders to support continuity of care
Ensure referral and follow-up processes are safe, reliable and clearly defined
9. Research, Evaluation and Data Strategy Guidance
Support the development of performance measurement and evaluation approaches
Ensure early data collection and reporting systems are in place to support learning and improvement
Use early operational insights to inform post-opening refinements
10. Leadership Participation and System Integration
Participate in the CHC Advisory Committee and support broader system integration efforts
Represent the CHC in planning and partnership forums as required
Ensure communication and alignment across stakeholders

Skills, Knowledge and Expertise 1) Qualifications
Education : A master’s degree in Health Administration, Business Administration, Public Health, or a related field. An equivalent combination of education and senior healthcare leadership experience may be considered.
Experience : 3-5 years of experience in healthcare operations, system implementation, or organizational start-up environments.
Certifications/Training as assets : Project Management (PMP or equivalent), Quality Improvement/Patient Safety, Privacy Training.
Demonstrated experience leading new program/service implementation, organizational start‑up and operational launch.
Solid understanding of health system operations, clinical service delivery, and compliance expectations.
Experience in workforce planning, recruitment strategy and team development.
Proven ability to lead complex projects with multiple stakeholders and tight timelines.
Experience in Ontario Community Health Centres, Family Health Teams and/or other Ontario community health settings (preferred)
Familiarity with EMR implementation and digital health workflow (asset).
Experience establishing partnerships and referral pathways within local health systems (asset).
Experience with performance measurement, evaluation, or quality improvement preferred.
