The Saint John Police operates with a budget of approximately $26 million. The Saint John Police is seeking a Deputy Police Chief to provide leadership, strong level of integrity and inspire loyalty and confidence within the organization and the community. Key assignments will include, but not limited to, fulfilling the responsibilities of the Chief of Police in his absence; Incident Commander during major events, managing and coordinating the day-to-day operations of the Administration Office; developing, implementing, exemplifying and enforcing the operating philosophy of the Saint John Police; responsible for the administration of various unionized working agreements; ensuring members of the organization perform their duties in accordance with the Recent Brunswick Police Act and Regulations and participating in the development of the annual operating and capital budgets. As an experienced law enforcement executive, you will drive continuous improvement to optimize police services to meet the changing needs of the community. You will be part of the Senior Command Team to aid in leading the organization in innovation. You will possess a track record of effectively solving problems and mentoring future leaders. You have a history of championing high levels of member and community engagement and being responsive to community needs and concerns. As a strategic communicator, you have a proven record of achieving organizational, public service and change management excellence. You are highly regarded as an inclusive relationship builder that places great value on earning the confidence of others through leveraging team building, community engagement, and nurturing strong external partnerships and stakeholders. As the successful candidate, you bring to the position extensive knowledge of contemporary principles and procedures of police administration, including those related to patrol, traffic management, community engagement and criminal investigations. You have a proven record of effectively leading change, solving problems creatively and mentoring future leaders. You have a minimum of ten years senior police management experience and a history of championing high levels of member and community engagement.

As a strategic visionary, you understand operating and capital budgets and have assisted in budget implementation and administration.

The primary responsibility of the Deputy Chief of Police is to lead, plan, direct and evaluate the administration and operational activities of the Police Force including various working agreements, operations of the Executive Administration Office, operating and capital budgets and special services; to coordinate activities with other police services and related agencies; and to provide supervisory assistance to the Chief of Police as well as fulfil the duties and responsibilities of the Chief of Police in their absence.

The Deputy Chief receives general direction from and reports directly to the Chief of Police. They exercise direct supervision over sworn and civilian Police personnel. JOB DUTIES AND RESPONSIBILITIES Duties may include, but are not limited to,



the following: • Recommend goals and objectives; assist in the development and administration of policies and procedures in keeping with the New Brunswick Policing Standards and the Police Act and Regulations. • Lead, manage, direct, and organize administrative service activities including human resources, operating and capital budgets, working agreements. • Direct, oversee, and participate in the development of the Police Force work plan; assign work activities, projects, and programs; monitor workflow; implement policies and procedures; review and evaluate work products, methods, and procedures. • Analyze and evaluate Administration, Patrol, Criminal Investigation, and Support Services Operations; monitor productivity of operations; prepare reports relating to administrative and operational issues. • Review statistical analyses of calls for service and traffic and crime trends regarding operational procedures; report on efficiency of operations; participate in the research of alternative approaches to operational procedures. • Conduct internal investigations as required or as directed by the Chief of Police. • Coordinate activities with personnel and outside agencies and organizations; provide staff assistance to the Chief of Police, and personnel; prepare and present staff reports and other necessary correspondence. • Develop the Police Force annual operating and capital budgets; assist in budget implementation and administration; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies. • Represent the Chief of Police on committees within the Civic Authority. • Participate in recommending the appointment of personnel; provide and/or coordinate staff training; work directly with personnel to correct deficiencies; implement discipline procedures; recommend employee terminations. • Respond to major emergencies as necessary. • Perform the duties of the Chief of Police in his/her absence. • Actively participate in the New Brunswick Association of Chiefs of Police and the Canadian Association of Chiefs of Police. • Coordinate Media Relations for the Police Force. • Perform related duties as assigned. • Direct and administer the Force's Human Resources processes including promotions, competition process to non promotional positions, recruitment and selection, and the Force's performance management system. • Analyzing monthly budget reports and advising divisional commanders of concerns or issues. • Exercise spending and payment authority. • Develop and produce a Monthly Budget Analysis Report and a Year -End Analysis. • Introduce and promote the principles of community policing, community-police partnerships, community development, police service re-engineering, enforcement as well as police learning. • Maintain and build partnerships with community, internal and external stakeholders, • Liaise with Bargaining agents and union representatives, • Analyse potential conflict issues and utilize conflict management principles to avoid formal grievances, • Represent the Force in bargaining grievance mediation and arbitration processes. • Advise the Chief of Police in the administration of the collective agreements relative to negotiations and arbitrations, • Oversee the investigation of public complaints into reports of police misconduct. • Assist in the presentation and delivery of the Annual Budget to the Civic Authority. • Identify a 3-5 year strategic capital program for the Force and present recommendations to the Chief. • Review requests for high-cost budgetary expenditures and operations and present viable and feasible recommendations to the Chief. Education, Training & Experience: • Increasingly responsible supervisory experience in police work • A minimum of ten years of completed service with the Saint John Police • Successful completion of an approved Police Supervision Course • Successful completion of Public Admin/Management Development or Police Leadership Certificate Program would be an asset • Any equivalent combination of training and/or experience or a Bachelor's Degree and/or Certificate Program from an accredited college or university with major course work in police science, public administration, criminology and/or a related field QUALIFICATIONS Knowledge of: • Principles, procedures, and methods used in patrol, traffic, and criminal investigations. • Contemporary principles, practices and techniques of police administration, organization and operation, including those related to patrol, traffic control, and investigation and identification techniques and community based policing. • Methods of criminal research and crime trend evaluation methods. • Technical and administrative phases of crime prevention and law enforcement, including investigation and traffic control. • Budgeting procedures and techniques. • Pertinent Federal, Provincial and Municipal laws, regulations and guidelines. • Use of firearms and other police equipment. • Principles of supervision, training, and performance evaluation. • Contemporary principles of media relations.

Ability to: • Lead, organize, direct, implement,



and administer a comprehensive police services program. • Prepare and administer a budget. • Plan, direct, and oversee the Police Force strategic plan. • Supervise, train, and evaluate assigned personnel. • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. • Identify and respond to Civic Authority issues and concerns. • Represent the Police Chief, the Force, and the City in relationships with the public, community groups, professional organizations, other Town departments and divisions, and outside agencies. • Attend and participate in professional meetings, conferences, and workshops. • Properly interpret and apply Federal, Provincial, and municipal policies, procedures, laws, and regulations. • Respond quickly and effectively in emergency situations. • Communicate clearly and concisely, both orally and in writing. • Establish and maintain a cooperative working relationship with those contacted in the course of work. • Foster partnerships and teamwork (internal and external) that lead to continuous problem solving and decision making.
