Job Details

The City of St. Albert is recruiting an individual to join our Fire & Emergency Medical Services Department as a Fire Chief (Director, Fire and Emergency Medical Services).

Reporting to Managing Director, Corporate & Emergency Services, this position will be responsible for leading, planning, organizing, administering, and maintaining the programs, operations, facilities, and infrastructure of the City’s Fire & Emergency Medical Services Department.

Responsibilities

- Lead the development, implementation, and coordination of all departmental programs, including Fire Prevention, Fire Operations, EMS, Public Education, Communications, and Health & Safety.

- Develop and maintain Standard Operating Procedures and departmental policies, while also serving as the primary liaison for media relations and public communications.

- Ensure departmental operations comply with the City’s Quality Management Plan, the Alberta Safety Codes Act, and City Council directives.

- Oversee the work of Deputy Chiefs and Day Staff, ensuring that all members receive appropriate operational and non-operational training and that workplace safety issues are identified, reported, investigated, and resolved.

- Lead the preparation of the Fire & Emergency Services Department budget and develops business cases, reports, and supporting rationale for budget submissions.

- Attend the Fire Scene Command, during major emergencies, to support operational needs and ensure that the Incident Commander receives the required resources.

- Promotes and reinforces the City’s Strategic Plan, Mission, Values, Health & Safety Program, and all relevant policies and procedures.

- Coach, train,



and mentor the Senior Officer Team to support the achievement of departmental goals and lead by example to foster a high-performing team and a positive, innovative workplace culture.

- Liaise with City departments and external agencies to coordinate an effective and unified emergency response.

- Lead Fire Administration team in labour relations meetings and participates in collective bargaining as part of the City’s Negotiating Team.

Hours of Work

- This position works 40 hours per week, Monday – Friday, 8:00 – 5:00, and receives one Earned Day Off (EDO) per month.

- The position may require attendance of meetings and events outside of normal work hours.

- Benefit from flexible work hours by adjusting your start and end times by 30 or 60 minutes around our core hours of 8 a.m. to 5 p.m.

Compensation

- The salary ranges from $164,477 - $198,426 per year per year, including a comprehensive benefits package with a flexible spending account, pension plan, supplementary pension program, and accrued paid vacation starting at 4 weeks per year.

- Candidates not meeting the full qualifications may be considered for a development opportunity at a lower classification and salary.

Qualifications

- A Bachelor’s Degree in Business Management or related discipline with 10 years of senior management experience.

- Working knowledge of National Fire Protection Association (NFPA) recommendations and standards, the Alberta Building Code, and the Municipal Government Act.

- ICS 300.

- Extensive experience in labour relations within a unionized setting.

- Superior leadership, communication, facilitation, negotiation, diplomacy, and conflict-resolution skills.

- Strong understanding of municipal finance and budgeting, law, municipal operations, human resources, labour relations, and relevant provincial and federal legislation.

- Experience in Emergency Medical Services, including as an Emergency Medical Responder, Primary Care Paramedic, Advanced Care Paramedic or Dispatch Services is preferred.

- Fire Service Leadership certification is preferred.

- Equivalent combinations of experience and education may be considered.
