A Human Resources Manager position is available, supporting time, labor, & absence management functions related to employee payroll and incentives. This role will work cross-functionally to support the city’s diverse workforce of over 8,300 employees, which includes general and represented (labor) groups. This position will oversee pay-related compliance and continuous improvements related to the city’s complex pay practices and systems. The successful candidate will have proven experience as a technical and functional subject-matter expert, directly leading change processes across a large organization.
Minimum Qualifications: Bachelor’s degree from an accredited college or university with major coursework in business, finance, accounting, human resources or related field Five (5) years of human resources experience Two (2) years of administrative and supervisory experience Valid driver’s license.
Preferred Qualifications: Fundamental Payroll Certification (or similar) Certified Payroll Professional (or similar senior-level certification) At least five years of functional supervisory experience Complex payroll experience (involving various pay components or calculations)
The Payroll Manager job responsibilities include: Experience working with enterprise payroll and HRIS systems (UKG, PeopleSoft, Workday, or other payroll systems Experience leading the payroll function for an organization of comparable size Knowledge of regulatory requirements governing pay (FLSA, Texas Payday Laws, etc.) Experience with represented employees (unions, organized labor) or pay practices that require complex configuration and analysis Establish the framework for best-in-class pay practices Ensure timely, accurate and compliant processing of all time and attendance transactions Monitor payroll related issues and work towards their timely and customer-focused resolution Design, implement, test,
and deploy the technical components (pay codes, schedules, work transfer rules etc.) that support accurate processing Design, implement, and test payroll-related processes, including system configuration, interfaces, data validation, troubleshooting, reporting and reconciliation Lead process improvements and implement changes (i.e. guidance council/core team changes), ensure procedures are created and maintained Implement and maintain strong internal controls and segregation of duties within payroll operations Develop and maintain payroll procedures, documentation, controls and operating standards and partner with department timekeepers to ensure training and compliance Serve as a change agent, leading process improvements across the organization
Working Conditions and Physical Demands Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, walking and repetitive motions.
Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
