The Information and Privacy Commissioner of Ontario is an administrativetribunal responsible for the Freedom of Information and ProtectionofPrivacy Act (FIPPA), the Municipal Freedom of Information and Protectionof Privacy Act (MFIPPA), the Personal Health Information Protection Act(PHIPA) and the Child, Youth and Family Services Act (CYFSA).

The Information and Privacy Commissioner of Ontario (IPC) is seeking anexperienced senior leader to serve as Director, Expedited Team withinthe Tribunal and Dispute Resolution Division (TDRD). Reporting to the AssistantCommissioner, TDRD, the Director provides strategic leadership for the ongoingdevelopment, administration and continuous improvement of the expedited process,with a focus on the timely, efficient and high-quality resolution of certaincategories of access appeals and complaints.

The Director leads the Expedited Team, oversees operational performanceand service standards, provides direction and guidance to staff, and workscollaboratively across the organization to support effective case managementand resolution. The Director also contributes to corporate strategic planningand cross-divisional initiatives related to privacy protection and access toinformation.

What can I expect to do in this role?
As a Director, Expedited Team , you will:

Provide strategic leadership and operational oversight for the Expedited Process, including the management and resolution of selected access appeals and complaints under FIPPA, MFIPPA, PHIPA and Part X of CYFSA. Lead the development, implementation and continuous improvement of policies, procedures, templates, service standards and operational processes.

Lead and develop a high-performing team by providing direction, coaching and performance management; overseeing file quality and adherence to timelines; supporting workforce and succession planning; and fostering a culture grounded in procedural fairness, accountability, innovation and service excellence.

Monitor team performance and develop and use key performance indicators, data and results-based measurement frameworks to assess effectiveness, identify opportunities for improvement and support timely decision-making.

Provide expert guidance on complex case management and dispute resolution matters, exercising sound judgment and discretion to address issues and impediments to streamlined processes and timelines.

Identify emerging legal, policy, operational and systemic issues arising from disputes under the Acts, bringing significant issues to the attention of the Assistant Commissioner and incorporating advice from Legal Services into the operation of the Expedited Process.

Work collaboratively with the Registrar and TDRD Directors and Managers to identify and route appropriate cases, develop case management plans and collectively support the achievement of IPC service standards and operational timelines.

Provide high-level briefings, recommendations, reports, memoranda, guidance, tools and presentations to the Commissioner, Assistant Commissioner,



Executive Committee, Senior Management Committee and external partners as required.

Contribute to the IPC's corporate strategic plan and organization-wide initiatives related to privacy protection, access to information, operational excellence and continuous improvement.

Promote accessible, plain-language processes and communications, including the clear explanation of highly technical concepts, and support services that are simple and readily accessible to end users.

Promote the effective use of technology and data-informed approaches to improve case resolution, operational efficiency and public service outcomes.

How do I qualify?
You will qualify for this position by demonstrating:

Education and Experience

Senior-level experience resolving complaintsor appeals using effective dispute resolution skills within an oversight body, tribunal or public service setting.

Demonstrated leadership experience managingteams, including experience with performance management, workforce planning,recruitment, succession planning and talent development.

Experience planning and conducting extensiveresearch and preparing written evaluations, recommendations, reports andbriefings.

Experience with project planning and/orevaluation, case management systems and performance measurement frameworks.

Knowledge Requirements

Extensive knowledge of access to informationand open and transparent government issues, including a sound understanding ofthe principles underlying FIPPA, MFIPPA, PHIPA and CYFSA.

Knowledge of policies and proceduresapplicable to government, independent commissions and/or regulatory agencies.

Knowledge of case management, performancemeasurement and results-based approaches to support the evaluation andcontinuous improvement of operations.

Understanding of strategic objectives anddecision-making processes to ensure policies, procedures and programs supportthe IPC's strategic direction and mandate.

Knowledge of issues management techniques andprinciples and the ability to integrate these into operational planning.

Skills and Abilities

Excellent oral and written communication,consultation, relationship management and conflict resolution skills.

Ability to identify, assess and resolve issuesefficiently and appropriately, applying sound judgment and discretion to thecircumstances of individual files and situations.

Ability to communicate clearly and effectivelywith a wide range of citizens, including individuals who may exhibit adverseand/or demanding behaviour.

Strong analytical and data interpretationskills, including the ability to use statistics and performance information toidentify areas for improvement and develop appropriate strategies.

Ability to build and maintain criticalbusiness relationships and work collaboratively across divisions and withexternal stakeholders.

Ability to champion innovation, changemanagement,



continuous improvement and operational excellence while maintainingprocedural fairness and adherence to statutory requirements.

Strong plain-language writing andcommunication skills, with the ability to explain complex legal, technical andpolicy concepts clearly and accessibly.

Asset Qualifications

Having the ability to communicate (orally andin writing) in French is an asset.

A university degree in an area relevant topublic administration, information management, technology or law is an asset.

Management and customer service experience isan asset.

Project planning and/or evaluation experienceis an asset.

Plain-language writing proficiency is anasset.
