The Opportunity
BQE Water is seeking a Payroll & Benefits Administrator/Specialist . This is an ideal role for a detail-oriented payroll professional with experience processing North American payroll , administering employee benefits, and maintaining HRIS systems. The successful candidate will support payroll operations for more than 100 employees across multiple Canadian provinces and U.S. jurisdictions while ensuring compliance with payroll legislation, tax regulations, and employee benefit programs.
Duties include, but are not limited to:
Payroll
- Process full-cycle semi-monthly payroll for 100+ employees across multiple Canadian provinces and the U.S.
- Accurately enter payroll, tax, and benefits information into Dayforce (Ceridian) .
- Review and reconcile employee timesheets to ensure accurate payroll calculations.
- Assist with payroll-related journal entries and accruals.
- Reconcile payroll and advantages accounts with the general ledger and cost centres.
- Maintain payroll records and documentation in accordance with company policies and regulatory requirements.

- Support benefits reporting and compliance activities.
Compliance, Reporting & Data Management
- Prepare and submit payroll remittances and statutory reports for Canadian and U.S. jurisdictions.
- Complete quarterly and annual filings with agencies such as:
- Canada Revenue Agency (CRA)
- Service Canada
- Workers' Compensation Boards (WCBs)
- Applicable U.S. state and federal agencies
- Reconcile and prepare annual T4 and W-2 reporting .
- Support internal and external payroll audits.
- Monitor legislative changes affecting payroll, taxation, and employee benefits.
- Track employee leaves, vacation balances, and absences to ensure payroll accuracy.
Employee & Stakeholder Support
- Support HR with employee inquiries regarding payroll, taxes, deductions, and benefits.
- Partner with HR and Finance teams to ensure data accuracy and process efficiency.
- Contribute to the continuous improvement of payroll and HR processes.
Qualifications & Eligibility
- A minimum of two years of full-cycle payroll processing and benefits administration experience for a similar-sized employee population .
- Experience supporting employees under a variety of employment arrangements (e.g., salaried/hourly and permanent/temporary) across multiple Canadian provinces (B.C. and Quebec are assets) and/or U.S. states.
- Familiarity with the day-to-day use of payroll, benefits, and HRIS platforms; Dayforce (Ceridian) experience is considered an asset .
- Payroll Compliance Practitioner (PCP) certification, or near completion, is required.
- Current knowledge of payroll compliance, employment standards, tax regulations, and employee benefits administration.
