- The candidate will be responsible for conducting or participating in inspections, gathering and securing evidence, and preparing detailed and comprehensive reports to meet standard and procedural requirements.
- The candidate will be responsible for inspecting lottery retailers and licensed charitable events and conducting verification of gaming grant program delivery to assess compliance with applicable standards and procedures.
- The candidate will monitor compliance with applicable legislation, rules, standards, and policies by conducting inspections, patrols, interviews, physical premises inspections, and documentation reviews, including horse racing compliance monitoring activities at racetracks.
- The candidate will analyze data sources to assess the risk of non-compliance and identify cases requiring further investigation.
- The candidate will be responsible for examining and interpreting documentary evidence and conducting follow-up inspections and interviews based on the evidence obtained.
- The candidate will be responsible for identifying and referring cases of real or suspected criminal activity and/or non-compliance to senior compliance investigative staff or other agencies for further investigation.
- The candidate will be responsible for preparing written and electronic documentation of each inspection and making recommendations regarding corrective actions.
- The candidate will conduct follow-up reviews of procedural exceptions identified during previous inspections or by Racing Officials, Auditors, or Investigators, prepare written and electronic documentation,
and provide conclusions and recommendations regarding corrective actions and compliance levels.
- The candidate will be responsible for preparing written reports and hearing briefs, reviewing notices of license suspensions and revocations, and completing affidavits of service.
- The candidate will be responsible for testifying on behalf of the ministry in court proceedings.
- The candidate will be responsible for accompanying racetrack officials to confirm compliance with track rules, including those governing the conduct of persons resident at the track.
- The candidate will be responsible for establishing and maintaining positive relationships with management and employees of licensees and registrants.
- The candidate will be responsible for providing guidance to licensees and registrants on how to best comply with applicable legislation and the regulatory framework.
- The candidate will be responsible for fostering awareness and educating the public, licensees, and registrants concerning compliance requirements.
- The candidate will be responsible for providing information relating to program legislation, regulations, and policies to local governments, enforcement agencies, relevant industry contacts, and the general public.
- The candidate will be responsible for providing on-the-job inspection training to Compliance Division staff members.
- The candidate will be responsible for participating in the planning, development, implementation, and coordination of the inspection program to verify compliance with legislation, regulations, guidelines, policies, procedures, and the conditions of licences and registration.
- The candidate will be responsible for participating in the preparation of travel requests and budgeting and planning and scheduling inspections throughout the province during each fiscal year period.
- The candidate will participate in cooperative projects with other IGCO Divisions involving licensees and registrants.
Job Requirements
- The candidate must have completed secondary school graduation or an equivalent credential (GED) and possess certification or an equivalent qualification in a related discipline such as administrative law, investigation and enforcement, or criminology.
- The candidate must possess a diploma in a related discipline such as administrative law, investigation and enforcement, or criminology.
- The candidate must possess related experience in a compliance and enforcement environment, including planning and conducting inspections, interviews, and investigations.
- The candidate must have experience in audit, education, risk management, legal, investigations, ethics, and policy development.
- Preference may be given to candidates who have related experience working in governmental regulatory environments at the federal, provincial, or municipal level.
- The candidate must be located in British Columbia at the time of employment.
Security and safety
- The candidate must successfully complete Enhanced Security Screening as a condition of employment.
Work conditions and physical capabilities
- The candidate will be required to work weekends, early mornings, evenings, and/or statutory holidays, with shifts starting as early as 5:00 am or ending as late as 11:00 pm.
- The candidate must be able to perform duties outside in various weather conditions, including inclement weather.
- The candidate must be comfortable working with human saliva and breathalyzers, as administering drug and alcohol testing is a regular duty of this position.
- The candidate must be willing to travel to the track as required.
- The candidate must be willing to work in a rural setting near horses.
