D.M. Wills Associates Limited is looking for a Project Engineer to join our growing Land Development Engineering team and help bring exciting projects from concept to completion.

Land development is a collaborative, multi-disciplinary process, and successful projects require more than technical expertise. They depend on thoughtful engineering, proactive project coordination, clear communication and practical, solutions-oriented thinking. At Wills, our Land Development team brings together engineers, project managers, professional planners, biologists, hydrogeologists, contract administrators, surveyors and inspectors to understand the full picture of a project and how each piece connects. By working together across disciplines, we deliver integrated solutions that create greater value for our clients and the communities they serve.

As a Project Engineer, you’ll take a lead role on the technical engineering side of land development projects, working on a diverse range of assignments including residential subdivisions, commercial and industrial developments, site plans, municipal infrastructure and more. You’ll be involved throughout the project lifecycle, from initial concepts and design through approvals, detailed engineering and construction.

While the focus of this position is engineering, you’ll also have the opportunity to take on project management responsibilities, including coordinating project teams, managing schedules and deliverables, communicating with clients and stakeholders, and helping keep projects moving forward. Key Responsibilities

Lead and contribute to the planning, design and delivery of land development projects, including residential subdivisions, commercial, industrial, institutional and mixed-use developments, from initial concept through approvals, detailed design and construction.

Prepare and oversee the preparation of civil engineering designs and drawings, including site grading, site servicing, municipal infrastructure, roadways, sanitary and storm sewers, watermain, drainage, stormwater management and related infrastructure.

Prepare and coordinate technical reports and studies, including Functional Servicing Reports, servicing strategies, design briefs, grading and drainage plans, and other supporting documentation required for land development approvals.

Liaise with clients, municipalities, Conservation Authorities, regulatory agencies and other stakeholders to advance projects through the approvals process, respond to technical comments and resolve project issues.

Coordinate with planners, surveyors, architects, environmental professionals, geotechnical consultants,



contractors and other technical disciplines to ensure integrated and practical project solutions.

Provide technical leadership and guidance to junior engineers, designers and technologists, including reviewing technical work and supporting their professional development.

Support and participate in project management activities, including project scheduling, scope and deliverable coordination, budget tracking, resource planning, risk identification and client communication.

Prepare and/or coordinate proposals, fee estimates, scopes of work and project schedules for land development services.

Support the preparation of tender packages, construction specifications, cost estimates and contract documentation, and provide technical support during construction.

Participate in construction administration and site inspections, including reviewing contractor submissions, responding to site issues and assisting with contract administration where required.

Assist with the preparation and coordination of development agreements, municipal submissions and other approval documentation.

Participate in client, municipal and project team meetings, providing technical expertise and helping to identify solutions that balance project objectives, regulatory requirements, constructability and cost.

Contribute to quality control and technical review processes to ensure project deliverables meet applicable municipal, provincial and Wills standards.

Experience, Qualifications and Skills

Professional Engineer (P.Eng.) designation with Professional Engineers Ontario.

Minimum 5 years of relevant civil engineering experience, preferably within a consulting environment and/or focused on land development.

Strong understanding of land development engineering principles, including site grading, site servicing, municipal infrastructure, stormwater management, drainage, and road design.

Experience with the design and preparation of engineering drawings, technical reports, servicing studies, design calculations, specifications, and other project deliverables.

Experience preparing and coordinating submissions through the land development approvals process, including working with municipalities, Conservation Authorities and other Provincial agencies in Ontario.

Strong understanding of Ontario municipal engineering standards, guidelines, regulations and development approval requirements.

Experience coordinating with clients, municipalities, consultants, contractors and multidisciplinary project teams.

Experience managing multiple projects, priorities and deadlines, with strong organizational and project coordination skills.

Competency in AutoCAD and/or AutoCAD Civil 3D, with the ability to develop and review detailed engineering drawings and designs.

Familiarity with hydrologic and hydraulic modelling software such as Visual OTTHYMO, EPA SWMM and HY-8 is an asset.

Strong knowledge of Microsoft Office, particularly Word and Excel.

Excellent verbal and written English communication skills, with the ability to communicate effectively in technical, client-facing and commercial contexts.

Valid Ontario driver's licence and access to a vehicle for occasional site visits and meetings.

Additional qualifications and experience that are considered an asset





Experience in project management, including coordinating project scope, budgets, schedules, resources and deliverables.

Experience working on residential subdivisions, site plans, commercial, industrial or institutional development projects.
