Defence Construction Canada (DCC) is a dynamic and fast-paced Crown corporation whose clients include the Canadian Armed Forces and the Department of National Defence. We are currently recruiting an enthusiastic and motivated Coordinator, Skilled Services (Consultant) Contracts & Security to support the delivery of construction projects in Halifax.
The Coordinator, Professional Services (Consultant) Contracts & Security, manages and administers low-risk professional services contracts or supports senior contract coordinators on higher risk projects. The incumbent manages contract-related risks, manages multiple contracts, as required, and provides regular reports to supervisors and the Client-Partners. The incumbent manages the contract cost, scope and schedule, coordinates work with other stakeholders, and manages service providers’ and project managers’ expectations.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
Manage multiple contracts and competing priorities, as required
Prepare estimates and negotiate costs for additional contract scope
Ensure conformance with the contract (e.g. review invoices, statements of work, deliverables)
Carry out quality assurance for contract work and write contract performance reviews
Track and monitor schedule, including all milestone deliverables
Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
Ensure quality standards are met, in line with corporate and Client-Partner expectations
Manage risk associated with contracts
Review and track security forms submitted by industry and process Visitor Clearance Requests (VCRs)
Support the Coordinator, Security and Site Security Officer with compliance to corporate and industrial security requirements, as assigned
Gather statistical and other information to generate reports in support of security activities
Research and respond to inquiries, and serve internal and external clients
Carry out document and records management
Other
Review statements of work for problems related to contract management
Visit construction sites, and coordinate construction-phase activities and performance with construction coordinators
Ensure consultant work complies with health and safety, industrial security and environmental requirements
Other duties as assigned
SKILLS
General and Specific Knowledge
Best practices, methods, trends and legislation in consulting
Estimation of fees for professional services
Construction products and materials
Procurement mechanisms, contract law and consultant bidding process
Design process and typical deliverables (e.g. pre-design, schematic design, design development, construction documents)
Federal Security Requirements Checklist
Project, contract and risk management principles
Health and safety management
Formal Education and/or Certification(s) and Experience
Minimum: college diploma in engineering, architecture or related field with approximately two years’ relevant experience,
or the equivalent
Preferred: certification in applicable field (e.g. Project Management Professional, Certified Engineering Technologist), professional experience or post-secondary education in security
Abilities
Use applicable computer software and operating systems
Apply project, contract and risk management techniques
DEVELOPMENT AND LEADERSHIP
Provide functional advice and guidance to employees
WORKING CONDITIONS
Typical office setting with occasional travel
Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
