The Home Construction RegulatoryAuthority(HCRA) is a not-for-profit corporation that isdesignatedby the provincial government of Ontario to administer and enforce the New Home Construction Licensing Act, 2017 and associated regulations. HCRA holds licensed builders to professional standards, protects the public interest, and enhances consumer confidence in the homebuilding industry in Ontario. In addition, HCRA strives to educate consumers to ensure that they can make informed decisions and understand the benefits of a regulated homebuilding sector.As one of Ontario’s newest regulators, HCRAis dedicated to providingthe highest level of service to everyone they serve.

WHAT THE POSITION IS: We areseekinga permanent, full-time Licensing Analystas a backfill. Reporting to the Supervisor, Licensing,you'llreview and assess new licence and licence renewal applications, including supporting and historical information, and make recommendations in line with HCRA's licensing criteria and operational policiesunder the New Home Construction Licensing Act, 2017.You'llcarry your own fileof applications, recommending approval, conditionson the licence,or refusal,and using sound judgement about when a file needs to be escalatedfor further review.Day to day,you'llfollow up with applicants to close information gaps,



respond to escalated licensing inquiries, and keep recordsaccurateand complete in Dynamics 365 CRM and the Ontario Builder Directory.You'llalso support the team's administrative work as needed, including fees,paymentsand incoming applications. Beyond your own files, youmaybe asked tocontribute to the development of licensing processes, guidelines, tools and forms, and consumer and public education materials, helping the team improve how licensing works and roll out program changes.
WHAT SUCCESS LOOKS LIKE: Success in this role requires hands-on experience assessing applications or files against legislation or policy, so you can work independently on most files within your first few months.You'llbring a sharp eye for detail and a commitment to accuracy, whetheryou'rereviewing an application, enteringdataor reconciling fees. You should be able to interpret and apply legislation and policy to individual files, reach a sound, well-documented recommendation, and recognize when a file needs to be escalated.You'llmanage a high-volume caseload and competing deadlines without losing accuracy, and work well both independently and with colleagues inLicensing,Finance,ProfessionalConductand other teams. Just as important are strong client service and communication skills(written and verbal), including the ability to explain recommendations clearly to theSupervisor, Assistant Deputy Registrar,and senior staff,and to communicate licensing requirements to applicants in plain terms.




We are looking for two to four years of experience reviewing applications, files or submissions against legislation,regulationsor policy, ideally in a regulatory, licensing or compliance environment. These skills may come from work experience, education, training,or a combination.
Experience at a Delegated Administrative Authority, regulator or licensing body would be an asset, as would knowledge of the Current Home Construction Licensing Act, 2017 and the Ontario Building Code.
We would also value experience with Microsoft Dynamics 365 or a similar CRM, experience reviewing financial, background or conduct information, andproficiencyin French or another language that helps us communicate with Ontario's builders and homebuyers
Annual Salary Range: The salary range for this position is between $68,000.00 CAD and $85,000.00 CAD (Depending on qualifications, skills, and experience).
