SurreyPolice Service (SPS) is Surrey’s current municipal police agency.On November29, 2024, SPS became the police of jurisdiction, andassumedresponsibility and command forpolicing and law enforcement in Surrey .SPS is working toredefine policing with innovative new approaches and community-basedsolutions.It’s an exciting time as SPS continues to expand our team withtalented people who want to help shape the future of policing in Surrey. Todate we have hired over 615 police officers and 500 civilian support staff. The Gang Crime Team DetectiveConstables work in partnership with stakeholders, front line officers, andother policing agencies (including Integrated Teams), to address complexcriminal matters through evidence and intelligence gathering utilizingconventional and covert investigative techniques.
Detective Constables are required tomeet and maintain the highest professional standards required of their role, byconducting themselves in a manner reflective of the SPS Motto, Mission, Visionand Core Values.They have a strong work ethic and are committed to acommunity-based policing model that looks beyond immediate issues and searchesfor realistic longer-term answers to complex community and social issues andemerging risks and trends, specific to Uniformed Gang Enforcement.
Responsibilities
As auniformed gang crime investigator, develop and implement strategies forgathering intelligence and evidence relating to criminal investigations.
Conductinterviews, examine records, draft judicial authorizations, and performelectronic file management and disclosure as required.
Comfortable dealing with gang members who may behostile/violent during police interactions.
Attimes, work in a plainclothes capacity in support of Investigative ServicesBureau.
Executesearch warrants and conduct high risk vehicle stops in accordance with SPSPolicy and Procedures.
Provideinitial and ongoing response to a wide range of incidents that may includecomplex and confrontational situations, assessing risk, threats, and harm todetermine a proportionate response in line with the law, and SPS policy andprocedures.
Enforcethe Inadmissible Patrons Program in licensed establishments that participate inthis program.
Provideinvestigational and tactical support to Surrey Police Service investigationsinvolving gang members and their affiliates.
Promoteprograms aimed at deterring youth involvement in the gang lifestyle.
Engagewith victims, witnesses, suspects, and vulnerable persons, in accordance withequality, diversity, and human rights considerations.
Gatherand handle information, intelligence, and evidence, from a variety of sources,in line with legislation, and SPS policies and procedures.
Understandand support the Bureau’s priorities while working toward the long-range visions of the SPS.
Supportand foster a respectful and inclusive workplace.
Prepareand justify judicial authorizations including Search Warrants and ProductionOrders.
Willing to work early / late afternoon shifts ona permanent basis.
As per the BCPPS, retired police officers with less then three (3)years into retirement are eligible to apply (providing they hadsuccessfully completed the required police training from a recognizedpolice academy, as noted above).
MANDATORY QUALIFICATIONS
Experience submitting Reports to Crown Counsel (RTCC).
Experience conducting interviews.
1 st Class Constable
PREFERRED QUALIFCATIONS
Experience working in a Gang Enforcement or Investigative Unit.
Experience conducting Proceeds of Crime / Asset Forfeiture / and CDSAinvestigations.
Experience with Duty to Warn notifications.
Confidential Informant Handling Course (or equivalent).
Experienceauthoring judicial authorizations.
Surveillancecourse though JIBC or equivalent.
Ongoing and demonstrated interest in conductinggang crime investigations.
Above average tactical skills / awareness(subjective and / or objective).
Conditions Of Employment
Successful applicant must obtain and maintainthe required level of security clearance.
Successful applicant must provide proof ofqualifications.
Successful applicant must be fully operationaland fit for duty. This includes the following abilities and requirements:
Licensed and able to operate a police vehicleand attend calls for service.
Qualified and able to use issued force optionsas and when required (i.e. baton, OC, firearm).
Trained and able to engage the public in avariety of circumstances, including physical contact if required.
Able to wear protective equipment, includingbody armour.
Be available to be on call as required tosupport operations.
Please note:
Substantive Corporals who are hired asConstables with SPS will be paid at 115% of SPS’s First Class Constable rate,providing they have at least eight years of policing service. They may alsoapply for SPS’s Sergeant Promotion Process without participating in theSergeant Qualification Process, providing they pass the SPS Sergeant Exam andapply for promotion within five years of joining SPS.
