TwinCon Enterprises Ltd. is currently seeking a Traffic Control Person (TCP) / First Aid Attendant to support a civil construction project located in Meziadin Junction, BC. This is a project-based position with employment anticipated for the duration of the project. Preference will be given to local candidates. The primary responsibility of this position will be traffic control, with First Aid duties provided as required.

Position Summary

Reporting to the Site Superintendent, the Traffic Control Person (TCP) / First Aid Attendant will be primarily responsible for directing and controlling traffic around an active civil construction project to ensure the safe movement of vehicles, equipment, workers, and the public. The successful candidate will also provide first aid services and emergency response as required, helping to maintain a safe work environment and supporting compliance with WorkSafeBC requirements and company safety policies.

This is a dual-role position requiring the successful candidate to be prepared to transition between traffic control and first aid responsibilities based on project requirements. The position may also assist with general site safety and project support duties when required.

Key Responsibilities

Traffic Control

- Perform Traffic Control Person (TCP) duties in accordance with WorkSafeBC requirements, applicable traffic control standards, and project-specific traffic management plans.
- Direct and control the movement of vehicles, construction equipment, workers, and the public through or around active construction areas.
- Set up, maintain, and monitor traffic control devices, signage, cones, barricades, and other traffic control equipment as directed.
- Communicate effectively with equipment operators, truck drivers, site personnel, and members of the public.




- Maintain safe separation between traffic, pedestrians, workers, and construction equipment.
- Monitor changing site conditions and communicate hazards or traffic concerns to the Site Superintendent.
- Assist with traffic control during road construction, excavation, deliveries, equipment movement, and other site activities.
- Follow all applicable traffic control procedures and immediately report unsafe conditions or incidents.
- Remain alert and attentive while performing traffic control duties, particularly in areas with heavy equipment and public traffic.

First Aid & Emergency Response

- Provide Occupational First Aid services in accordance with the level of certification held and applicable WorkSafeBC requirements.
- Assess, treat, monitor, and document workplace injuries and illnesses.
- Respond to workplace emergencies and provide first aid assistance as required.
- Maintain accurate first aid records, treatment logs, and incident documentation.
- Coordinate transportation and medical care for injured workers when necessary.
- Maintain first aid supplies, equipment, and treatment areas in a clean and ready condition.
- Conduct regular checks of first aid supplies and emergency response equipment.
- Communicate with site supervision and emergency services as required during an incident.

Site Safety & Project Support

- Maintain awareness of hazards associated with traffic control, heavy equipment, construction activities, and changing site conditions.
- Report unsafe conditions, incidents, injuries, and hazards to site supervision.
- Assist with site safety activities and inspections as directed.
- Follow company safety policies, project-specific procedures, and applicable WorkSafeBC requirements.
- Assist site supervision with general project support duties when traffic control and first aid responsibilities permit.
- Communicate effectively with workers, supervisors, subcontractors, equipment operators, and members of the public.




- Maintain a professional and safety-focused approach when interacting with the public and project personnel.

Qualifications

Applicants must:

- Hold a valid Traffic Control Person (TCP) certification recognized in British Columbia.
- Hold a valid Occupational First Aid certification appropriate for the project requirements, preferably Occupational First Aid Level 3 (OFA 3).
- Have previous experience performing traffic control duties, preferably in civil construction, road construction, highway, or heavy civil environments.
- Have previous first aid experience in a construction, industrial, mining, or heavy civil environment.
- Demonstrate a strong understanding of traffic control procedures and safe work practices.
- Be comfortable working around heavy equipment, construction vehicles, and active traffic.
- Demonstrate strong communication and situational-awareness skills.
- Be able to remain alert and attentive for extended periods while performing traffic control duties.
- Be able to respond calmly and effectively to workplace injuries and emergency situations.
- Be able to work independently and exercise sound judgment when required.
- Hold a valid Class 5 Driver's Licence and have reliable transportation to and from the project site.
- Be willing to work extended hours and overtime as required to support project schedules.
- Be willing to perform both traffic control and first aid responsibilities as required by project needs.

Preferred Qualifications

- Valid Occupational First Aid Level 3 (OFA 3) certification.
- Previous experience working on remote highway, infrastructure, utility, or heavy civil construction projects.
- Experience working around live traffic and construction zones.
- Additional traffic control, safety, or emergency response training.
- Previous experience working in remote or isolated project locations.
