Responsibilities

PRIMARY PURPOSE Develops, coordinates and maintains performance measures across the organization to ensure alignment with corporate goals and objectives. Prepares a variety of analyses and reports to provide accurate and up-to-date information to the management team.

Develops and maintains end-to-end data and analytics solutions to meet BCRTC’s business needs and support data-driven decision-making strategies. This includes identifying analytical goals and objectives through stakeholder engagement, developing data collection solutions, creating automated Extract-Transform-Load (ETL) processes, generating meaningful performance insights, and communicating analytical insights to various stakeholders through data visualization tools and data storytelling.

KEY ACCOUNTABILITIES

Performance Measures & Continuous Improvement:

Collaborates with departments to explore data requirements and works with relevant managers/supervisors to develop business performance tracking and analytical solutions across all functions. Engages with relevant stakeholders in requirements gathering, data tracking, report design, delivery and sustainment.

Investigates and analyzes statistics and underlying causes and trends of business performance. Prepares periodic reports indicating business performance compared to targets and the previous year(s), and rationale for variances. Supports all corporate KPI reporting activities for various levels of management, BCRTC Board of Directors, and TransLink.

Establishes and maintains data collection, verification, and reporting processes which ensures timeliness, accuracy, and completeness of the analytical insights. Ensures solutions are reliable and comply with company’s standards, policies, processes, regulatory and other related requirements.





Leverages available benchmarking resources for best practices and provides comparable performance measures from other transit agencies and business enterprises to the concerned stakeholders towards informed decision making. Participates in annual benchmarking KPI data submission activities.

Supports corporate data & insights-driven initiatives and business planning activities as needed, e.g. Annual Performance Target Setting, Data Quality Improvement, Data Value Creation Initiatives and Data Management framework.

Supports the design, implementation, and maintenance of pipelines for data integration and ETL/ELT on modern data platforms such as Microsoft Azure Synapse, Fabric, and PowerBI.

Supports the manager to produce reports and statistical analyses for targeted areas in response to requests from media, Freedom of Information requests, Executive team, BCRTC management and supervisors.

Business Intelligence & Analytics (BI&A;) Services:

Provides analytical services as requested from leaders across the organization on divisional and departmental level BI&A; reporting, business process digitization and automation. Ensures end users have the information needed to manage their business performance to support a culture of continuous improvement.

Designs, implements, and maintains end-to-end analytical solutions for BCRTC internal clients using contemporary BI platforms such as Microsoft Azure Synapse, Fabric, PowerApp, PowerAutomate, and Power BI. Ensures designed solutions are fit for purpose, cost-effective, align with standards, policies and support ongoing data & insights-driven initiatives within BCRTC. Ensures that solutions are reusable and scalable following best practices, balancing immediate short-term and long-term benefits.

Processes sensitive workforce data and develops relevant BI solutions according to enterprise policies and guidelines. Supports the completion of requisite Privacy Impact Assessment (PIA) completion for the developed data and analytics solutions.

Qualifications

EDUCATION & EXPERIENCE: The requirements for this job are acquired through completion of a bachelor’s degree in Computer Science, Information Technology, Data Management, Data Analytics, Engineering, or other relevant business-related fields plus four (4) years of experience with development and analysis of performance measurements, and technical experience with design, implementation and maintenance of data and creation of reports in a Business Intelligence environment. Master’s, Doctorate degrees, and Professional Certifications in related fields may be considered as equivalent to practical experience.

Experience supporting data management or data governance programs, or in workforce-related analytics for occupational health, safety, workforce productivity and other HR analytics would be considered an asset.

OTHER REQUIREMENTS

Solid understanding of concepts, principles, practices and techniques pertaining to all aspects of performance measures, benchmarking,



balanced scorecards and dashboards.

Advanced knowledge of developing Microsoft Analytics solutions including PowerApps, Power Automate, Power BI, Azure Synapse and Fabric. Demonstrated experience in programming languages is required: e.g. SQL, R, Python.

Strong analytical, problem solving and judgment skills to be able to interpret data and diagnose data quality issues.

Strong time management, organization, verbal and written communication skills

Strong relationship management skills and ability to work across multidisciplinary teams and management levels

Ability to multi-task, manage multiple priorities and work in a rapidly changing and dynamic environment with limited supervision

Ability to listen and interpret stakeholder feedback to understand business processes and identify business issues/objectives

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week. This is a full-time temporary role for 6 months.

Resident This position works predominately on-site.

Rate of Pay

The salary for this position ranges from $77,520 - $116,280 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise. We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan upon eligibility as well as other employment offerings will be discussed in detail as your application progresses.
