About the Role
Dubai Chambers is looking for an accomplished and highly connected Chief Representative to lead its international office in Toronto, Canada.
The Chief Representative will serve as the senior leader for Dubai Chambers in Canada, driving strategic engagement, strengthening government and business relationships, and ensuring the successful execution of Dubai’s international economic agenda. The role oversees all aspects of the Toronto office’s operations, provides strategic market intelligence, and promotes Dubai as a leading global business hub.
As Dubai
Chambers’ diplomatic and strategic anchor in Canada, the Chief Representative ensures alignment with organizational transformation and global growth priorities.
Key Responsibilities
1. Strategic Leadership & Market Representation
- Lead the execution of Dubai Chambers’ international strategy in the market, ensuring alignment with Dubai’s economic priorities and global competitiveness agenda.
- Act as the official representative of Dubai Chambers, strengthening its presence, influence, and visibility in the local market.
2. Stakeholder Relations & Government Engagement
- Build and maintain high-level relationships with government entities, business associations, strategic partners, and key decision-makers to advance Dubai’s economic diplomacy.
- Position Dubai as a leading international business hub by promoting relevant opportunities, initiatives, and sector developments.
3. Market Intelligence & Business Advisory
- Oversee the identification, analysis, and reporting of market developments, opportunities, and risks, providing strategic insights to Dubai Chambers and relevant UAE stakeholders.
- Support Dubai-based companies exploring the local market and guide local businesses interested in expanding to Dubai.
4. Attraction & Expansion
- Drive the promotion of Dubai as a leading global business destination by identifying and attracting high-potential companies from the local market to establish or expand their presence in Dubai.
- Support Dubai-based businesses in exploring and expanding into the local market through tailored guidance, strategic introductions, and facilitation of market-entry activities.
- Strengthen bilateral business flows by encouraging foreign investors to obtain new business licences in Dubai and enabling Dubai-based companies to expand internationally.
- Collaborate with relevant Dubai Chambers teams to ensure alignment with sector priorities, investment promotion objectives, and global expansion strategies.
5. International Office Leadership & Operations
- Lead the Toronto office’s day-to-day operations, ensuring operational excellence, compliance, and alignment with organisational policies and performance standards.
- Manage resource allocation, financial planning, and administrative processes to ensure efficient and effective office performance.
6. Business Promotion, Events & Advocacy
- Oversee the planning and execution of promotional events, networking platforms, trade missions, and business facilitation programmes.
- Represent Dubai Chambers at public forums, delivering high-quality presentations and speaking engagements that reinforce Dubai’s global positioning.
7. Governance, Risk & Compliance
- Ensure adherence to information security, safety, quality, and regulatory frameworks.
- Drive continuous improvement of systems, procedures, and service delivery in line with international best practices.
Qualifications & Experience
- Bachelor’s degree in International Business, Business Administration, Economics, International Relations, Public Policy, Government Affairs, or a related field. A postgraduate qualification or MBA is an advantage.
- 8–10+ years of progressive experience in international business, government affairs, economic development, international relations, investment promotion, trade, corporate diplomacy, or a related field.
- At least 4 years of experience in a senior management,
leadership, or executive stakeholder-facing role.
- Demonstrated experience engaging with senior government officials, C-suite executives, investors, business leaders, industry associations, chambers of commerce, or institutional stakeholders.
- Proven track record in developing strategic partnerships, facilitating business opportunities, attracting investment, or supporting international market expansion.
- Strong understanding of the Canadian political, economic, regulatory, and business environment.
- Experience with an international organization, government entity, chamber of commerce, investment promotion agency, multinational corporation, or similar institution is highly desirable.
- Demonstrated experience leading teams, managing budgets, and overseeing an office or business unit.
- Candidates must be currently based in Toronto, Canada.
- Excellent command of English, with outstanding written, verbal, presentation, communication, and negotiation skills.
- French language proficiency is an advantage.
- Robust public speaking, executive presence, business etiquette, cultural intelligence, and diplomatic awareness.
- Exceptional relationship-building and influencing skills, with the ability to engage confidently with senior and influential stakeholders.
- Strong commercial acumen and the ability to identify and convert international business, investment, and partnership opportunities.
- High levels of integrity, discretion, professionalism, and sound judgement.
