Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborativeand responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community.This role supports the Ministry of Forestry and Parks as part of shared services with the Ministry of Agriculture and Irrigation.Role ResponsibilitiesThe Capital Finance Analyst is responsible for providing financial and business analysis to ensure accurate financial information related to the Ministry's capital assets. This scope of work includes maintaining accounting records and assisting in preparation of reports for government owned tangible capital assets that are under the responsibility of the Ministry.Transactions are related to: construction, acquisition, disposition, transfer and amortization of these assets, and directly impact ministry recording,
reporting and valuation of assets and corresponding liabilities related to these assets.Ensure the 1GX Fixed Asset Module has been appropriately updated with all pertinent information. This includes reviewing the categorization of all transactions.Prepare accounting entries such as unplanned amortization or any gain/loss calculations.Compile, maintain and reconcile Insurance Coverage Renewal for Risk Management Insurance to determine the annual insurance premiums for the Ministry.Prepare capital asset working papers such as reconciling the Asset Modules to the General Ledger.Provide capital asset consultation services to foster compliance and consistent application of public sector accounting standards.Coordinate the completion of various reports and requests for information about capital assets and year end activities.CompetenciesSystems Thinking:Need to work towards how to best use the system to provide services to the program areas to promote efficiencies and accurate information.Drive for Results:A key aspect of this role is attentiveness to putting assets into service. to ensure incidents are properly documented and claims are remedied from a financial standpoint.Develop Self and Others:Demonstrates a commitment to continuous development by regularly reflecting on completed work, such as capital asset reconciliations, subledger variances, and period ending duties to identify opportunities for improvement.QualificationsRequired:Four-year university degree in Business, Finance, Accounting, Commerce, Management or other related field plus three years of related experience.Equivalency:Related diploma plus five years directly related experience.Accounting designation and one-year additional related experience.Assets:Robust knowledge within 1GX (SAP or comparable system) Fixed Asset Module, including asset setup, categorization and transaction review.Experience preparing and reviewing capital asset accounting entries (e.G., amortization, disposals, gain/loss calculations).Knowledge of Public Sector Accounting Standards (PSAS) in relation to capital asset management.Experience performing reconciliations between subledger (asset modules) and the General Ledger.Experience analyzing capital asset transactions (construction, acquisition, transfer, amortization) and ensuring accurate financial treatment.Experience supporting or coordinating year-end financial reporting processes.Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.Working with relevant financial information systems, reporting tools, and software (e.G., Excel, Enterprise Resource Planning (ERP) / System Analysis Program (SAP)).Equal Employment OpportunityThis competition may be used to fill current and future vacancies at the Finance 3 classifications across Alberta.Final candidates will be required to undergo a security screening.#J-18808-Ljbffr
