Walk of Grace Residential Services Inc. is an established Ontario children's service provider delivering residential treatment, respite, community-based programming, day program, afterschool programs, weekend programs, and clinical supports to children, youth, and adults with a wide range of needs.

As our organization continues to grow, we are expanding our continuum of services through the development of a dedicated Foster Care Program.

We are seeking an experienced and motivated Foster Care Program Manager to play a key leadership role in developing, licensing, launching, and ultimately overseeing this new division.

This is a unique opportunity for an experienced foster-care professional to help build a program from the ground up while having the resources, clinical expertise, administrative infrastructure, and leadership support of an established organization behind them.

The Opportunity The successful candidate will work closely with Walk of Grace's senior leadership team to develop our foster-care program in accordance with MCCSS requirements, the Child, Youth and Family Services Act (CYFSA), applicable regulations, and Ontario foster-care standards.

Initially, the position will have a strong focus on program development and licensing. As the program becomes operational, the role will transition into ongoing program leadership, foster-family development and support, quality assurance, placement oversight, and continued program growth.

We are particularly interested in candidates who have previous experience working within an Ontario foster-care agency, children's aid society, Outside Paid Resource (OPR), or other licensed children's residential service.

Key Responsibilities

- Lead the development and implementation of Walk of Grace's current Foster Care Program.
- Assist with the MCCSS foster-care licensing process and preparation for licensing inspections.
- Develop and maintain foster-care policies, procedures, documentation, and quality-assurance systems.
- Ensure ongoing compliance with the CYFSA, applicable regulations, MCCSS requirements, and licensing standards.
- Develop strategies to recruit, assess, approve, onboard, and retain high-quality foster families.
- Coordinate foster-parent home studies, screening, references, background checks, training, and approval processes.
- Develop and oversee foster-parent orientation, ongoing training, education, and support.




- Support the matching and placement process in collaboration with placing agencies and Walk of Grace's clinical and leadership teams.
- Maintain robust working relationships with Children's Aid Societies, MCCSS, community partners, foster families, and other service providers.
- Oversee foster-home monitoring, documentation, annual reviews, Plans of Care, and other required processes.
- Coordinate and participate in foster-home visits and ongoing placement monitoring.
- Provide guidance and support to foster families caring for children and youth with varying levels of need.
- Work collaboratively with Walk of Grace's established clinical team to ensure foster families have access to meaningful clinical consultation and behavioural support.
- Participate in incident review, risk management, safety planning, and quality-improvement processes.
- Help establish an effective on-call and after-hours support structure for foster families.
- Support the long-term growth and development of the Foster Care Program.

Qualifications & Experience The ideal candidate will bring strong knowledge of Ontario's foster-care system and practical experience working with foster families and children/youth in care. Preference will be given to candidates with:
- Previous experience in foster care, child welfare, children's residential services, or an Ontario OPR.
- Experience in a foster-care leadership, supervisory, resource, licensing, or program-development role.
- Strong knowledge of the CYFSA, Ontario foster-care requirements, MCCSS licensing expectations, and child-welfare practices.
- Experience with foster-parent recruitment, assessment, approval, training, and ongoing support.
- Experience completing or overseeing foster-home assessments/home studies and annual reviews.
- Experience working collaboratively with Children's Aid Societies and other placing agencies.
- Experience with Plans of Care, serious occurrences, incident reporting, risk assessment, and quality assurance.
- Strong organizational, documentation, communication,



and leadership skills.
- Ability to independently manage projects while working collaboratively with a multidisciplinary team.
- A relevant post-secondary degree or diploma in social work, child and youth care, psychology, social services, or a related discipline.

Previous direct experience developing, licensing, or managing an Ontario foster-care program would be considered a significant asset. What Walk of Grace Offers
