Role Overview

We are seeking a Senior IT Technical Business Analyst with strong expertise in business analysis, organizational change management, project delivery, process improvement, stakeholder engagement, and IT application support.

The successful candidate will support complex initiatives for the Appeals Commission for Workers’

- Compensation, working closely with business stakeholders, project teams, leadership, and technical resources to identify business needs, develop effective solutions, improve processes, and guide successful organizational change.

The role is expected to be approximately 60% Business Analysis and 40% Change Management, although these allocations may vary depending on project requirements.

Must-Have Skills &

- Experience

- Experience developing integrated plans, portfolio/project reporting, and communicating progress to senior executives.
- Experience helping clients execute strategies involving technology, processes, organizational design, and IT operations.
- Previous experience in a project management role.
- Experience developing project documentation for strategic, business improvement, and IT initiatives while meeting legislative, legal, audit, and content-management requirements.
- Experience leading project governance, change management, and communication activities.
- Strong stakeholder engagement experience with internal business areas and external/public users.
- Experience with Agile, Waterfall, Scrum, Kanban, and other software development methodologies.
- Experience working with cross-functional teams to understand detailed requirements and align solutions with product vision and user needs.
- Senior-level experience defining project scope, goals, deliverables, roadmaps, governance materials, briefing notes, and business cases.

Nice-to-Have Skills
- Experience with data integration between clinical applications.
- Experience working as a Change Manager on large, complex custom software development projects in an environment comparable in size and complexity to the Government of Alberta.
- Experience analyzing, developing, and integrating complex IT systems involving multiple data sources, web services, and legacy IT solutions.
- Ability to understand complex business questions and frame appropriate analytical questions to solve business problems.

- Lead and support projects from inception through implementation to improve program and service delivery in alignment with organizational priorities.
- Conduct discovery sessions, stakeholder interviews, workshops, and business needs assessments.
- Elicit, analyze, document, and validate business, functional, and technical requirements.
- Develop business cases, process maps,



user stories, use cases, and other project documentation.
- Analyze existing business processes and recommend improvements to increase efficiency, effectiveness, and service quality.
- Support the development, enhancement, testing, implementation, and maintenance of business applications and systems.
- Collaborate with technical teams, project teams, and business stakeholders to ensure solutions meet business objectives.
- Facilitate User Acceptance Testing (UAT), business readiness assessments, and implementation activities.
- Assist project managers in identifying risks and issues and recommend mitigation strategies.
- Organizational Change Management
- Develop and execute change management strategies and plans to support successful adoption of new processes, systems, and organizational initiatives.
- Conduct stakeholder analysis and change impact assessments to identify organizational risks, readiness factors, and adoption requirements.
- Partner with business leaders and project teams to build awareness, commitment, and support for organizational change.
- Develop communication, stakeholder engagement, sponsor-roadmap, resistance-management, coaching, and training plans.
- Assess organizational readiness and recommend actions to improve change acceptance and sustainability.
- Support leaders in managing resistance and reinforcing desired behaviors and outcomes.
- Measure and monitor adoption, utilization, and proficiency of implemented solutions.
- Identify opportunities for continuous improvement.
- Facilitate workshops, presentations, and change-related discussions to support stakeholder engagement and organizational alignment.

- Support operational initiatives and ensure alignment with divisional goals, strategies, and priorities.
- Analyze business performance measures and identify opportunities for process optimization and service improvement.
- Provide recommendations to leadership to support informed decision-making.
- Contribute to business planning, operational planning, and continuous improvement initiatives.
- Develop and present options, recommendations, and implementation approaches to executives and decision-makers.

Qualifications

Required

- University degree in Business Administration, Commerce, Public Administration, Organizational Development, Change Management, Information Systems, or a related discipline.
- 4 years of progressively responsible experience in business analysis, organizational change management, project delivery, process improvement, or related areas.
- Certified Business Analyst (IIBA) or equivalent certification.
- Certified Change Management Professional, such as:
- ACMP
- Prosci Certified Change Practitioner
- CMI
- APMG Change Management Practitioner

Equivalency Related education and experience may be considered on a one-for-one basis.

Assets / Preferred Experience

Preference may be given to candidates with experience in:

- Organizational Change Management methodologies such as Prosci ADKAR, ACMP, Kotter, or equivalent.
- Business process mapping, engineering, re-engineering, and continuous improvement.
- Value Stream Mapping.
- Stakeholder engagement, communications planning, and training development.
- Developing, enhancing, and supporting complex business applications.
- Agile, Scrum, Waterfall, and Hybrid project delivery methodologies.
- User Acceptance Testing, business readiness assessments, and implementation planning.
- Developing and presenting recommendations and options to senior leadership.
- Public-sector environments and regulatory frameworks.
- Business intelligence, reporting, and performance measurement.
