Our tools are used by more than 50 municipalities across six provinces, from small towns to some of the largest regions in the country.
About the Role
Coordinating capital works across municipal infrastructure networks is one of the most demanding planning exercises municipal teams take on, and many do it remarkably well. What they are rarely given is tooling that matches the scale of the problem: as networks age and budgets tighten, weighing large portfolios of assets over long planning horizons goes well beyond what any spreadsheet can support.
We are looking for someone motivated to help develop the optimization capabilities behind our capital planning tools, which give municipal engineers a rigorous, transparent basis for deciding which interventions to carry out, and when. The decisions remain theirs; our role is to make sure the analysis behind them is as robust as possible.
Within a multidisciplinary team combining data science, civil engineering and software development, the selected person will contribute to:
- Developing multi-year capital allocation models for large infrastructure portfolios, under budget and operational constraints
- Exploring optimization approaches that improve how limited capital budgets are allocated over time
- Modelling trade-offs between risk reduction, level of service and cost, including the sensitivity analyses required for municipal budget planning
- Working with our existing predictive models as inputs to the optimization
- Writing production Python code within our platform, and documenting methodology and assumptions
- Contributing to the continuous improvement of our modelling practices
The selected person will work alongside our data science team and will have the opportunity to be mentored on methodology by our external subject-matter experts, including academic partners in civil engineering and asset management. PROFILE The ideal person for this role should have:
- A degree in operations research, applied mathematics, industrial, civil or environmental engineering, or a related field
- Demonstrated experience formulating and solving constrained optimization problems (mixed-integer programming, or metaheuristics where exact methods are not viable)
- Practical command of at least one optimization library or solver (OR-Tools, Pyomo, PuLP, Gurobi, CPLEX or equivalent)
- Solid coding skills and the ability to design algorithms and write production-quality, well-documented code, for example in Python
- Experience working with relational databases and SQL
- The ability to explain a model clearly to a lay audience
- Rigour, autonomy and strong written and oral communication skills
- An interest in municipal infrastructure and data-driven decision support
NICE TO HAVE
- Experience with spatial data and GIS (PostGIS, QGIS, ArcGIS)
- Familiarity with statistical or probabilistic modelling
- Experience with Flask or web application development
- Knowledge of Canadian municipal asset management frameworks
LANGUAGE REQUIREMENTS
- English: advanced (oral and written)
- French: functional to advanced, or a willingness to learn with our support
