Position Summary

Reporting to the Manager, Purchasing and Insurance, the Procurement and Insurance Officer supports the College’s procurement and insurance operations, assisting the procurement team and other College departments with purchase requisitions, purchase orders, contract administration, vendor management, and insurance related matters.

The incumbent provides procurement services to the College in an ethical, accountable, and transparent manner while maintaining valuable vendor relations and upholding the College’s reputation as fair to all potential suppliers. The role represents the department in engagements across the College, fosters collaboration, contributes to continuous improvement initiatives, and ensures compliance with legislative, ministry, and College requirements while supporting departmental objectives for good value and timely service.

Responsibilities

- Responding to general procurement queries from stakeholders and escalating more advanced queries to other members of the Procurement team.




- Collecting, verifying, and maintaining vendor’s data in Banner Finance system (including vendor banking information) and ensuring that only appropriately authorized changes are made to such information.
- Collecting and maintaining Signing Authority Forms and ensuring compliance to the Signing Authority policy.
- Acting as a back-up for the Vendor Contract Officer and assisting with the maintenance of procurement and contract records ensuring that all necessary documentation is retained and readily accessible to authorized individuals.
- Administering the Employee Computer Purchase Program, and the distribution, tracking, and reconciliation of asset tags and taxi chits.
- Supporting the insurance renewal process by collecting and managing relevant data on asset values, insurance claims and other information.
- Liaising with the College’s insurance providers to coordinate the issuance of Certificates of Insurance and/or confirm the College’s insurance coverage.
- Coordinating the review of insurance clauses in procurement contracts, academic affiliate agreements and other non-procurement agreements/contracts.
- Logging and tracking College incident reports and processing and submitting insurance claims.
- Answering internal and external stakeholder queries regarding insurance coverage.
- Coordinating the issuance of insurance purchase requisitions and purchase orders and coordinating the payment of insurance-related invoices.
- Maintaining insurance records, certificates, claims documentation, and related correspondence in accordance with College record retention requirements.

Qualifications/Experience

- Three (3) year degree or diploma in Business Administration, Accounting, Finance, or a related field; or an equivalent combination of education and relevant experience.
- Three (3) years of related experience in procurement or procurement administration in a business environment, including experience supporting procurement processes,



ensuring compliance with procurement policies and procedures, and maintaining procurement documentation, vendor administration, and contract records.
- Must have a demonstrated knowledge of internal controls and fraud risk, as well as understanding of the Broader Public Sector (BPS) procurement directives.
- Advanced proficiency with Microsoft Excel, Teams, OneDrive, and SharePoint is required. Knowledge of Adobe Acrobat JavaScript is an asset.
- Excellent interpersonal skills with ability to collaborate with a diverse range of college stakeholders and external suppliers.
- Demonstrated problem-solving skills with high attention to detail
- Proven customer service skills with the ability to manage and resolve conflicts
- Strong teamwork, organizational, and time management skills with the ability to manage multiple priorities effectively.
- Must be able to exercise discretion and handle multiple priorities effectively.
- Experience in a post-secondary education institution is an asset.
- Knowledge of insurance-related processes is a strong asset.
- Knowledge of ServiceNow and Ellucian Banner is an asset.
- Strong understanding and commitment to the principles of equity, diversity and inclusion.
