Duties

As the lead regulatory organization, TC continues to provide strategic advice and regulatory expertise to support integrated planning efforts across the country, provide advise and expertise, as well as identify and assess associated policy, legislative and regulatory changes. TC staff in each region will directly contribute to the development of response plans as well as supporting other essential response planning-related activities.

The key responsibilities for the position are:

- Ensure regulatory compliance of oil handling facilities (OHF) et response organizations (RO) certified by Transport Canada: conduct site inspections, review prevention and emergency plans and evaluate oil pollution exercises.
- In the event of non-compliance, follow up on files in collaboration with the Regional Enforcement Unit (REU).
- Participate in the development of working tools and policy implementation through regional and national working groups.
- Develop and maintain relationships with the shipping and oil handling industry as well as key partners (federal, provincial) of Canada’s Ship-source Oil Spill Prepparedness and Response Regime.

Work environment Environmental Preparedness and Response Officers work in an environment where the level of stress can be high due to the possible negative impact of errors, as well as the risk of potential or actual conflict. As they ensure compliance with regulations, officers must obtain the designation of Marine Safety Inspector in Environmental Response. They have important responsibilities and their decisions have a direct impact on the safety of Canadians.

Intent of the process The immediate is intent to staff an indeterminate position in Vancouver or Victoria BC. Transport Canada may establish a pool of qualified or partially qualified candidates which could be used to staff similar or identical positions with various tenures (such as indeterminate or specified period) for the Western and Yukon Region. Employees occupying a position at the GT-05 group and level or equivalent may be considered first for assignment, secondment or deployment.

Operational Requirements

Willing and able to work outside regular business hours and on weekends, occasionally and on short notice. Able to lift loads up to 10 kg.

Willing and able to work in marine, industrial and outdoor environments and to wear required personal protective equipment.

Willing and able to travel occasionally and on short notice by all modes of transportation, including to remote or isolated locations.

Education

AED1: A degree or diploma from a recognized post-secondary institution in environmental science or studies, geography, chemistry, biology, marine science, engineering, emergency management or another field relevant to the position.

AEX2: Experience in one or more areas related to marine pollution prevention, preparedness or response, such as marine contingency planning, marine pollution response exercises, spill countermeasures or marine pollution incident management.

AEX3: Experience in law enforcement or regulatory investigations.
