Position: Business Analyst – Senior

Client: Ontario Public Service – Central Agencies Cluster

Ministry: Ministry of Treasury Board Secretariat

Location: Toronto/Oshawa, Ontario

Work Arrangement: 100% Onsite – 5 days per week

Position Overview

We are seeking a Senior Business Analyst to provide comprehensive I⁢ business analysis services for clients with diverse business and technology needs.

The successful candidate will assess complex business problems and opportunities, gather and analyze requirements, develop business cases and feasibility studies, facilitate stakeholder engagement, and translate business needs into technology solutions.

The candidate will also contribute to business analysis policies, processes, best practices, standards, and consistent business analysis practices across the organization.

Key Responsibilities

- Lead and conduct business analysis to assess business problems and opportunities and document requirements to enable the determination of appropriate technology solutions.

- Apply business process re-engineering concepts to identify business improvements and cost-effective service delivery approaches.

- Conduct business analysis at varying levels of detail throughout different project phases.

- Align business analysis activities with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.

- Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I⁢ initiatives.

- Conduct business modelling, use case modelling, conceptual and logical data modelling, process and data flow modelling.

- Define business rules and functional/non-functional requirements.

- Develop and facilitate effective requirements-gathering processes, including JAD sessions, interviews, mock-ups, and stakeholder consultations.

- Monitor project progress, identify and resolve issues, and provide regular reporting to management and stakeholders.

- Develop performance measures and requirements traceability matrices for business analysis evaluation and follow-up.

- Prepare business analysis documentation, presentations, briefing notes, reports, recommendations, and supporting materials.

Senior Business Analysis

Experience

- Proven experience leading and conducting business analysis for complex business problems and opportunities.

- Strong experience gathering, documenting, analyzing, and managing business requirements.

- Ability to translate business requirements into specifications that enable appropriate technology solutions.

- Experience applying business process re-engineering concepts to improve service delivery and reduce costs.

Methodologies & Modelling

- Experience conducting:
- Business modelling

- Use case modelling

- Conceptual and logical data modelling

- Process and data flow modelling

- Use case surveys

- Business rules definition

- Non-functional requirements definition

- Solid requirements-gathering experience using techniques such as JAD sessions, interviews, workshops, and mock-ups.

- Experience working with structured, object-oriented, Agile, Iterative and Waterfall methodologies.

Cases & Strategic Analysis

- Demonstrated experience developing strategies.

- Experience preparing business cases and cost-benefit analyses.

- Experience conducting feasibility studies for business I⁢ initiatives.

- Excellent verbal and written communication skills.

- Strong consultation, facilitation, interpersonal, relationship-building, and negotiation skills.

- Demonstrated experience engaging with business stakeholders and subject matter experts.

- Ability to manage changing requirements and secure stakeholder cooperation.

- Experience liaising effectively between clients, project teams, management, and decision-makers.

5. Project & Delivery Environment

- Experience working across different project phases and levels of detail.

- Ability to work effectively within Waterfall, Iterative, and Agile project environments.

- Ability to adapt to different stakeholders, teams, situations, and opposing perspectives to achieve successful outcomes.

- Experience monitoring progress, resolving issues, and reporting to management and stakeholders.

6. Documentation & Analysis Tools





- Experience using Computer Aided Software Engineering (CASE) tools to document conceptual requirements and project scope.

- Experience preparing business analysis documentation, presentations, briefing notes, reports, recommendations, and other project deliverables.

- Experience developing performance measures and traceability matrices.

7. Government / Standards Awareness

- Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.

- Awareness of emerging I⁢ trends and technologies.

- Ability to work within established government project management, enterprise architecture, gating, and systems development methodologies.

Nice-to-Have Skills

- Demonstrated experience with property tax, property assessment, municipal taxation, or tax analysis systems.

- Experience with Ontario's Online Property Tax Analysis (OPTA) application is considered a strong asset.

- Knowledge of Information Management principles, concepts, policies, and practices.

- Experience with information retrieval packages.

- Knowledge of software development lifecycle methodologies, database concepts, UI design principles, change management, quality assurance, risk management, test planning/execution, disaster recovery, and business continuity planning.

Work Environment

This is a fully onsite position. The successful candidate must work 5 days per week onsite at either:

- 222 Jarvis Street, Toronto, ON

- 33 King Street, Oshawa, ON

The expected work schedule is 7.25 hours per calendar day, Monday to Friday, within standard working hours of 8:00 AM–5:00 PM, excluding lunch breaks.

Screening Note

Candidates without demonstrated experience in the mandatory Senior Business Analysis requirements, business/process/use-case/data modelling, business case and cost-benefit analysis, stakeholder facilitation, and Agile/Iterative/Waterfall environments should not be submitted.

Property tax/OPTA experience is nice to have and not mandatory.
