Location: 21 College Street, Toronto, ON

Work Arrangement: 100% Onsite – 5 Days per Week

Contract: October 6, 2026 to March 31, 2027

Extension: Up to 2 extensions (64 days available)

Security Clearance: CRJMC

Hours: 7.25 hours/day, Monday–Friday, between 8:00 AM and 5:00 PM

About the Opportunity

We are seeking an experienced Specialized IT Consultant – Senior to support the development of the MAG Notify App, a secure notification platform designed to provide accused individuals with real-time updates, court appearance notifications, and clear procedural instructions.

The successful candidate will play a key role in designing and developing secure, scalable APIs and microservices while building robust integration solutions across enterprise and legacy systems. This role requires strong hands-on expertise in Java, Spring Boot, REST APIs, Spring Integration, Mainframe/IMS integration, Azure Service Bus, Event-Driven Architecture, containerization, and security frameworks.

Key Responsibilities

- Design, develop, and maintain secure, scalable, and high-performing RESTful APIs.

- Develop backend applications using Java and Spring Boot following enterprise development standards and best practices.

- Design and implement modular, independently deployable microservices.

- Develop integration solutions using Spring Integration and enterprise integration patterns.

- Build and support integrations with Mainframe/IMS systems.

- Develop messaging and event-driven solutions using Azure Service Bus and other relevant Azure services.

- Transform, map, route, and process data based on business and technical requirements.

- Design and implement relational database schemas and develop efficient SQL queries.

- Implement API security, authentication, authorization, encryption, and secure communication standards.

- Work extensively with security protocols and frameworks including OAuth, OpenID, and SAML 2.0.

- Deploy and support applications within containerized environments using technologies such as Azure, OpenShift, Docker, and Kubernetes.

- Develop automated unit and API tests to ensure application quality and reliability.

- Monitor and troubleshoot applications, addressing performance bottlenecks and production issues.





- Produce technical design documents, API specifications, deployment guides, and operational documentation.

- Participate in code reviews and contribute to architectural and technical design decisions.

- Mentor junior developers and support knowledge sharing across the development team.

- Provide regular project status updates and participate in Agile ceremonies.

- Support production deployments and be available for occasional weekend/on-call production support when required.

Requirements

Mandatory Skills and Experience

Candidates must demonstrate strong hands-on experience in all of the following areas:

- Extensive experience in REST API design and development, including API documentation and testing.

- Strong expertise in Java and the Java development ecosystem, including extensive experience with Spring Boot.

- In-depth knowledge of integration patterns and best practices, including designing and building integration solutions using Spring Integration.

- Demonstrated experience integrating enterprise applications with Mainframe/IMS.

- Hands-on experience with messaging and queuing technologies, specifically Azure Service Bus.

- Strong experience designing and implementing Event-Driven Architecture.

- Prior experience working in containerized environments, including technologies such as Azure, OpenShift, Docker, Kubernetes, and Microservices.

- Extensive experience with Security and Web Services Security standards and frameworks.

- Strong hands-on experience implementing authentication and identity protocols including OAuth, OpenID, and SAML 2.0.

Desired Skills and Qualifications

- Strong understanding of object-oriented and functional programming using modern Java features.

- Extensive experience designing scalable and highly available microservice architectures.

- Knowledge of enterprise messaging technologies such as JMS and AMQP.

- Experience with XML-based integration technologies, including XSLT and XPath.





- Experience with data transformation, mapping, and normalization techniques.

- Experience with Azure Event Hub and other event-streaming technologies.

- Strong SQL development skills and experience with relational databases such as SQL Server or Oracle.

- Experience implementing authentication, authorization, encryption, and secure coding practices.

- Strong understanding of OWASP and common application security vulnerabilities.

- Experience with automated testing frameworks and tools for unit and API testing.

- Familiarity with Kubernetes, Helm, and container orchestration.

- Experience with monitoring and logging tools such as Prometheus, Grafana, ELK Stack, Logstash, or Splunk.

- Experience working in Agile environments using Scrum or Kanban methodologies.

- Strong analytical, troubleshooting, and debugging skills.

- Excellent written and verbal communication skills.

- Ability to work effectively with technical and non-technical stakeholders.

- Experience mentoring junior developers and contributing to technical architecture decisions.

- Strong ability to manage competing priorities and deliver high-quality solutions within deadlines.

- Previous experience working with Government or Public Sector organizations is an asset.

Key Evaluation Areas

Candidates will be evaluated based on:

- Technical Design (30%) – Java, Spring Boot, REST APIs, Microservices, Event-Driven Architecture, Design Patterns, SQL.

- Integration (30%) – Spring Integration, Integration Patterns, Mainframe/IMS integration, Azure Service Bus.

- Technical Framework & Middleware (25%) – Azure services, Containerization, OpenShift, Docker, Kubernetes, Microservices, Messaging and Event-Driven Architecture.

- Security (10%) – OAuth, OpenID, SAML 2.0, Web Services Security, Authentication, Authorization, and Encryption.

- Public Sector Experience (5%) – Previous Government or Public Sector experience.

Note: This is a highly technical senior-level chance. Candidates should clearly demonstrate the mandatory skills within their project experience, particularly Java/Spring Boot, REST APIs, Spring Integration, Mainframe/IMS integration, Azure Service Bus, Event-Driven Architecture, container technologies, and OAuth/OpenID/SAML 2.0.
