ABOUT THE POSITION
The City of Swift Current is inviting applications for the position of Manager of Engineering Services. This position manages the department responsible for providing municipal engineering, infrastructure planning, development engineering, and project management services in support of the City's strategic objectives. The position oversees the planning, delivery, and administration of capital infrastructure projects, provides technical support for growth and development initiatives, manages consultant and contractor activities, and monitors capital project budgets, schedules, and performance. The position also provides technical expertise to support corporate asset management, long-range infrastructure planning, and decision-making regarding municipal infrastructure investments.

RESPONSIBILITIES

Staff Management

Hire, supervise, perform disciplinary action including documentation and follow-up, and performance evaluations for all staff who report to this position;

Recommend changes in the complement of staff, additional staff for temporary periods and arrange for contract services as required;

Recommend, authorize and promote training and staff development;

Promote and maintain a safe work environment by ensuring the development and implementation of safety programs in accordance with OH&S; and Emergency Preparedness regulations;

Develop work plans with staff to ensure successful achievement of departmental goals.

Strategic Planning

Participate in corporate strategic planning with responsibility for development and implementation of a strategic plan for the Infrastructure & Operations Department

Develop framework for Infrastructure & Operations system planning, design, operation, maintenance, and financial planning for the department

Maintain valuable public relations concerning the City of Swift Current and the Infrastructure & Operations Department

Provide technical expertise, infrastructure condition information, and capital replacement recommendations to support the City's Asset Management Program, long-range financial planning, and infrastructure investment decisions.

Lead the identification, prioritization, and planning of future infrastructure capital projects in alignment with Council priorities, strategic plans, and infrastructure needs.

Financial

Develop short- and long-range infrastructure replacement strategies and capital investment recommendations informed by infrastructure condition assessments, service requirements, and corporate asset management planning.

Direct and co-ordinate the preparation of current and long-range operating and capital budgets, including revenues, expenditures, staffing, and resource allocation, and property development.

Responsible for the monitoring of the expenditure for accuracy,



appropriateness and adherence to policy and budgets.

Responsible for the approval of all invoices, purchase orders, and blanket orders as they pertain to the operations of the departments.

Project Management of various capital and/or exploratory activities to support sustainable growth and development services within the City by:

Lead and ensure the successful completion of Infrastructure & Operations capital projects.

Responsible for all aspects of project delivery including project identification, scoping, budgeting, scheduling, procurement support, contract administration, quality assurance, risk management, commissioning, and project close-out. Participate in municipal emergency planning and response activities and serve in emergency response functions as required.

Ensure all engineering projects comply with applicable legislation, regulations, engineering standards, environmental requirements, procurement policies, and corporate procedures.

Review capital planning studies that relate to growth, development, transportation and infrastructure;

Provide technical guidance to staff and consultants through the stages of various projects;

Develop policies and performance standards;

Provide estimate and budget knowledge for property development projects;

Acquire and direct consultants and contractors throughout design and construction phases;

Complete payments, change orders, budget control, inspections, meetings, and project commissioning, and liaising with senior officials and council.

Develop monitoring and measuring tools that assist in improving project planning and capital project management.

Operations

Respond to and advise property owners, developers/builders and the public on matters pertaining to property development and engineering;

Apply for and administer funding opportunities related to engineering and development projects;

Review and provide technical recommendations regarding development applications, subdivision servicing, infrastructure designs, and development proposals to ensure compliance with municipal standards and infrastructure capacity requirements.

Assist in the preparation, review, and maintenance of engineering standards, specifications, policies, procedures, and design guidelines.

Prepare operating budgets applicable to personnel, equipment and resource needs and monitor all project funds against budget and provide details of variance from budget;





Participate in municipal emergency planning and response activities and serve in emergency response functions as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices, methods and techniques of municipal engineering. Including understanding of engineering practices such as surveying, materials testing, drafting.

Knowledge of municipal infrastructure systems including transportation, water distribution, wastewater collection, stormwater management, and municipal facilities.

Knowledge of municipal development processes, engineering standards, procurement practices, contract administration, and applicable regulations.

Ability to analyze infrastructure risks and develop practical, sustainable solutions to infrastructure and development challenges.

Knowledge in estimating, budgeting and forecasting related to capital projects and civic operations.

Strong communication skills and the ability to clearly summarize complex issues and produce clear, concise reports.

Ability to coordinate and direct activities of professional and technical staff, demonstrate strong leadership skills and motivate employees

Ability to make effective decisions and assess problems in a consistent and responsive manner.

Ability to establish and maintain effective relationships with Senior Management, Staff, outside agencies, union representatives and the public

Ability to adapt to new and changing situations and embrace new challenges.

Ability to handle a variety of projects at one time and has a keen ability to prioritize

EDUCATION AND TRAINING

Professional Civil Engineering Degree or Civil Engineering Technology Diploma

Five (5) years' experience directly related to the field of Municipal Operations related to the responsibilities of this position including experience in the following demonstrated skills.

Management / Supervision

Financial Management

Personnel Administration

Public Relations

Contract Management

Must possess a valid Class Five (5) driver's license

Supervisory or Leadership Training certificate

WORKING CONDITIONS
This role includes a combination of office duties, meetings, and work in industrial environments. The position may involve exposure to noise, outdoor conditions, and physically demanding site conditions. The role requires strong mental focus, sound judgement, and the ability to manage competing priorities, regulatory obligations, public expectations, and staff matters.
