RQ00380 -Clinical Business Analyst (BA3) Business Intelligence Program: Provincial Clinical Information Solution Program Client: New Brunswick Department of Health Positions: Up to 2 Location: Remote, About the Role The New Brunswick Department of Health is seeking experienced Clinical Business Analysts Business Intelligence (BA3) to support the Provincial Clinical Information Solution (CIS) Program.

New Brunswick is undertaking a major healthcare transformation to move from multiple standalone hospital information systems toward a unified, standardized, and integrated Clinical Information Solution.

Business Intelligence will support consistent, data-driven decision-making across clinical, operational, and administrative areas.

The Clinical Business Analyst will serve as a key liaison between the CIS Program and clinical, technical, operational, and business stakeholders.

The role will focus on understanding complex healthcare needs and translating them into transparent business requirements, reporting specifications, data definitions, KPIs, dashboards, workflows, and BI solutions.

Key Responsibilities Gather, analyze, refine, document, and validate clinical, operational, business, and BI requirements.

Work closely with clinical stakeholders, healthcare administrators, SMEs, technical teams, and project members.

Document current-state and future-state clinical and operational workflows, data sources, and reporting processes.

Translate business and clinical needs into functional specifications, user stories, reporting requirements, and data definitions.

Define and document requirements for BI tools, dashboards, reports, data visualizations, and analytics.

Support the development and standardization of KPIs, performance measures, metrics, terminology, data dictionaries, and business rules.

Support the development of Objectives and Key Results (OKRs) and performance indicators.

Facilitate workshops, interviews, working sessions, and stakeholder discussions.

Build consensus across multiple healthcare organizations and stakeholder groups.

Lead or support quality assurance, data validation, unit testing, and user acceptance testing.

Maintain requirements traceability, decision logs, action items, risks, dependencies, and related project documentation.

Prepare business requirements, functional design documentation, use cases,



user scenarios, and stakeholder review materials.

Support stakeholder validation, approvals, and sign-offs.

Collaborate with the Business Intelligence Lead and other CIS Program team members to support implementation of the provincial CIS data ecosystem.

Communicate complex clinical, BI, data, and reporting concepts to executives, clinicians, technical teams, and other stakeholders.

Contribute to healthcare transformation, standardization, and digital health initiatives.

Must-Have Qualifications Education University degree in Healthcare, Business Administration, Information Technology, or a related discipline , combined with direct Business Intelligence experience; or an equivalent combination of education and relevant BI experience.

Experience identifying business requirements and supporting the development of dashboards, reporting tools, and BI solutions.

Clinical / Healthcare Experience 10+ years of progressive Canadian experience working in hospital and/or digital health environments.

Experience supporting large-scale Clinical Information System implementations, digital health transformation programs, or provincial/regional healthcare modernization initiatives .

Strong understanding of clinical and operational workflows within complex healthcare environments.

Experience working with multiple healthcare organizations, clinical stakeholders, administrators, and technical teams.

Business Intelligence & Business Analysis 8+ years of experience translating complex clinical, operational, and business needs into implementation-ready requirements within a BI environment.

Strong experience developing and documenting:



Reporting specifications Analytics requirements KPI and performance measure definitions Dashboard requirements Data dictionaries Business rules Standardized terminology Functional specifications User stories Experience analyzing and documenting current-state clinical and operational workflows and supporting future-state process design.

Experience gathering and validating requirements for data tools, reporting solutions, dashboards, and visualizations.

Experience supporting data standardization and BI initiatives.

Core Skills Strong business analysis and requirements elicitation skills.

Excellent clinical and operational process analysis capabilities.

Strong stakeholder facilitation and consensus-building skills.

Experience coordinating and facilitating workshops and stakeholder sessions.

Exceptional verbal, written, and presentation skills.

Ability to synthesize complex discussions and maintain decision logs, registers, risks, dependencies, and action items.

Experience with QA, testing, data validation, and user acceptance testing.

Strong analytical, problem-solving, and critical-thinking abilities.

Ability to communicate effectively with executives, clinicians, business stakeholders, and technical teams.

Strong collaboration skills within multidisciplinary and multi-organizational environments.

Preferred Qualifications French and English bilingualism is strongly preferred.

Experience working with large-scale acute care Clinical Information Systems .

Experience supporting provincial or regional healthcare transformation initiatives.

Experience with healthcare BI, analytics, reporting, data standardization, and clinical data ecosystems.

Experience developing executive presentations, briefings, recommendations, and governance materials.

Experience achieving consensus across multiple healthcare organizations on standardized workflows, terminology, performance measures, reporting requirements, and business processes.
