Job InformationJob Title: Project Procurement SpecialistJob Requisition ID: 84378Ministry: InfrastructureLocation: Calgary, EdmontonFull or Part-Time: Full TimeHours of Work: 36.25 hours per weekPermanent/Temporary: TemporaryScope: Open CompetitionClosing Date: June 19, 2026Classification: Program Services 3Salary: $2,935.39 to $3,850.29 bi-weekly ($76,613 - $100,492/year)Role SummaryThe Project Procurement Specialist provides advice on procurement strategies appropriate to project requirements, maintains contract and procurement templates in alignment with ministry and Government of Alberta (GoA) standards, and supports project teams from approval to contract award.Primary ResponsibilitiesProvide expert advice and guidance to project managers and consultants on the use of the department’s master specifications, solicitation templates, forms, and guidelines.Prepare or assist in the preparation of project specific Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Requests for Expression of Interests (RFEOIs), bids and contract documents.Lead the evaluation process, ensuring a fair and equitable assessment of qualification statements, proposals, and bids; request clarifications from bidders as necessary and investigate bid irregularities.Draft updates to master specifications and procurement templates to meet bid and contract requirements.Coordinate advertising and distribution of bid documents and receipt of bids/proposals,
acting as the main contact for inquiries during the solicitation period.CompetenciesSystems Thinking– Considers inter‑relationships and emerging trends; manages input into procurement documents from numerous stakeholders.Agility– Works in a changing environment and takes initiative to change; manages multiple projects simultaneously.Build Collaborative Environments– Facilitates open communication and leverages team skill to gain agreement on procurement documents.Creative Problem Solving– Focuses on continuous improvement; finds methods to resolve conflict constructively and creatively.QualificationsA completed university degree in a relevant field (e.G., Business, Commerce, Arts, Science, Architecture, Engineering, or Construction Technology).Two (2) years of relevant experience in procurement.Equivalency:Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.AssetsProfessional procurement designation such as Certified Qualified Public Buyer (CPPB) or Supply Chain Management Professional (SCMP).Expertise in developing and managing complex procurement documents (RFPs, PQRs, RFQs, RFEOIs, contract templates).Knowledge of the department’s guidelines, master specifications, policies, and bidding practices.Expertise in alternative construction delivery systems, contract types, and specification methods.Proven track record in strategic procurement planning, process improvement, and cross‑functional collaboration with legal, risk, and project delivery teams.Extensive experience with complex service contracts requiring customized solicitation strategies.Proficiency in procurement systems and tools, and data analysis for reporting and performance tracking.NotesThis is a temporary, full‑time role with standard weekly work hours of 36.25 hours, Monday to Friday (8:15 am – 4:30 pm).
