Bilingual Payroll Manager, French and English Required

Introduction

Are you an experienced Payroll Manager who enjoys leading people, improving systems, and taking ownership of a complex payroll environment?

Our client is seeking a Bilingual Payroll Manager, French and English Required to lead a talented Ontario-based payroll team and oversee a large, multi-provincial Canadian payroll operation.

This is an exciting opportunity for an established payroll leader who wants more than simply processing payroll. You will have the opportunity to shape processes, strengthen controls, develop your team, and become a key expert and decision-maker for ADP Workforce Now.

The role is currently remote , with a strong preference for candidates based in Ontario. You will partner closely with Finance and operational stakeholders while leading three payroll professionals.

Compensation: $120,000 to $130,000 base salary, plus a 15% bonus.

What You’ll Do

You will take ownership of a sophisticated bi-weekly payroll environment supporting approximately 1,200 to 1,400 employees across multiple Canadian provinces.

This role combines people leadership, payroll operations, systems expertise, compliance, reporting, and continuous improvement. You will inherit an established payroll function while having the opportunity to make processes, documentation, controls, and systems even stronger.

A major part of your mandate will be owning and optimizing ADP Workforce Now , including time and attendance functionality. You will also provide leadership to an Ontario-based team of three payroll professionals and help them continue developing their capabilities.

Responsibilities

- Lead, coach, and develop three payroll professionals, including junior and senior team members.
- Oversee accurate bi-weekly payroll for approximately 1,200 to 1,400 employees, including salaried and hourly populations.
- Take ownership of ADP Workforce Now and associated scheduling, time, and attendance processes.
- Identify opportunities to improve payroll technology, workflows, controls, and documentation.
- Manage multiple payroll streams while maintaining accuracy and appropriate segregation of processes.




- Produce and oversee cost-centre and wage-related reporting that supports business and client billing requirements.
- Interpret and apply English and French collective agreements.
- Maintain compliance with applicable multi-provincial payroll requirements, including workers' compensation, employer health tax, overtime, and related jurisdictional obligations.
- Manage payroll requirements associated with fluctuating employee volumes and event-driven operations.
- Maintain strong payroll controls and confidently address requests that could compromise payroll integrity.
- Develop and maintain clear SOPs and payroll documentation.
- Coordinate applicable payroll-related year-end activities and reporting.
- Partner with Finance, HR, and operational stakeholders while maintaining strong payroll governance.
- Continuously look for ways to leave processes, systems, and documentation stronger than you found them.

Qualifications
- Minimum 5 years of successful payroll management experience, including demonstrated people leadership.
- Advanced, hands-on expertise with ADP Workforce Now .
- Experience with time and attendance or scheduling functionality within an integrated payroll environment.
- Solid knowledge of Canadian multi-provincial payroll.
- Professional working proficiency in French and English , including the ability to interpret written employment and collective agreement provisions in both languages.
- Payroll Compliance Professional, PCP, designation .
- University degree in a related discipline, ideally finance, accounting, business, or a comparable field.
- Strong Excel capabilities and confidence working with detailed payroll reporting.
- Experience with hourly and salaried employee populations in a complex, multi-site environment.
- Knowledge of areas such as workers' compensation, employer health tax, overtime, cost centres, and payroll-related financial reporting.
- Robust attention to detail, documentation,



controls, and data integrity.
- A proven ability to make sound payroll decisions, communicate confidently with stakeholders, and protect established controls.
- A collaborative leadership style combined with the confidence to take ownership and drive improvements.
