Looking for a new and exciting job opportunity? We are looking for Deputy Construction Manager to join our Construction Management Department! As part of the Construction team, you will be responsible for providing engineering management for directly managing multiple construction management teams (up to 10) consisting of Construction Site Managers with integrated TTC and consultant construction teams, as well as any assigned construction contracts.

What You Will Do

Reporting to the Construction Director, you will support the overall leadership and management of the TTC's Construction Management Department, assisting in directing construction management activities and ensuring the successful delivery of capital projects in accordance with organizational goals and objectives. In this role, you will assist in developing and maintaining an effective and efficient construction management organization that supports approved construction budgets, project requirements, and contract objectives while driving operational excellence across the department.

You will be responsible for ensuring the timely reporting of financial, operational, and performance results, while escalating significant cost, safety, security, human resources, and construction-related issues to the Construction Director and senior management as appropriate.

As a trusted advisor and technical resource, you will provide consultation, guidance, and direction on construction site management matters and complex construction challenges, helping project teams resolve issues efficiently and effectively.

This role will require you to assist in the recruitment, selection, and oversight of professional staff and consultants assigned to construction projects, while supporting employee development through performance management and coaching.

You will assist in managing a Construction Management Consultant contract valued at approximately $15-20 million annually, ensuring consultant resources effectively support construction site management, engineering services, construction safety, constructability reviews, claims analysis, schedule evaluation, and quality control activities.

In this position, you will support the administration of a Materials Testing, Inspection, Utility Locating, Surveying, and Mapping Services contract valued at approximately $330,000 annually, ensuring the accurate delivery of testing, inspection, utility locating, and surveying services.

You will ensure that construction teams receive the technical expertise required for schedule analysis by coordinating appropriate resources to review, assess, and evaluate complex construction schedules and project timelines.

As part of the construction leadership team, you will assist in managing the construction delivery phase of capital contracts, ensuring contractual obligations are fulfilled and that completed projects are delivered to Project Managers and stakeholders in accordance with approved contract requirements.

This role will require you to monitor and direct design reviews, construction activities,



and certification processes to ensure projects are constructed in accordance with TTC design standards and stakeholder expectations.

You will be responsible for ensuring compliance with established construction management procedures, inspection protocols, supervisory practices, and contract administration requirements to support safe, efficient, and high-quality project delivery. In this role, you will evaluate project requirements and recommend modifications to contract specifications, conditions, and construction approaches to the Construction Director when operational or project needs warrant changes.

You will ensure that construction deficiencies are promptly identified, documented, and corrected, while overseeing the timely resolution of construction-related concerns and contractual issues.

As a key liaison between project teams and leadership, you will keep Project Managers and senior management informed of construction progress, project costs, emerging risks, and issues that may impact project outcomes, schedules, or budgets.

You will partner closely with the Commercial Management team to evaluate and defend construction claims, protecting TTC's interests and minimizing potential financial exposure.

This role will require you to work collaboratively with Commercial Management to ensure the timely, accurate, and business-focused administration of contract changes, payments, holdbacks, documentation, and project reporting requirements.

What Qualifications Do You Bring?

- Completion of a post-secondary college diploma or university degree in a related discipline (e.g. engineering), with progressively senior experience in the management of heavy construction projects, with direct experience on construction sites in an urban and/or transit environment; or a combination of education, training and experience deemed to be equivalent.
- Registration as an Engineering or Architectural Technician or Technologist in the Province of Ontario, as a Professional Engineer (P.Eng), a Licensed Architect (OAA), a Project Management Professional (PMP) or a Certified Construction Contract Administrator (CCCA) is an asset or possession of other relevant professional designation in the Province of Ontario.
- Hands-on experience in the planning, design, construction, and commissioning of transit facilities and structures.
- Comprehensive knowledge of current construction principles and construction management practices including knowledge of current contract administration, and claims management techniques.
- Demonstrated experience with construction engineering, construction contract development and enforcement, construction safety and quality control processes, and construction documentation.
- Sound knowledge of construction legislation and regulations, standards and codes, including the Construction Act, Ontario Building Code, plus the Occupational Health and Safety Act and Regulations, environmental legislation, and other pertinent rules and regulations.
- Sound judgement; highly developed management, organizational, interpersonal, presentation/training, oral and written (report writing) communication skills; good analytical, problem solving and decision-making skills.
- Demonstrated ability to lead,



manage and work with multi-disciplined teams, deal with complex issues and maintain effective working relationships.
- Knowledge of local trades.
- Ability to recognize problems, prepare and interpret complex reports, and define and evaluate solutions.
- A valid Province of Ontario Class “G” Driver’s license.
- Must obtain and maintain Subway/SRT Rule Book certification, and successfully complete other in-house training as relating to areas of responsibility.
