POSITION OVERVIEW:
The Director of Finance is the senior financial leader responsible for providing strategic leadership, financial stewardship, and operational oversight of Splatsin's financial services. Reporting directly to the Band Administrator, the Director leads the development and execution of the Nation's financial strategy, ensuring the responsible management of financial resources in support of Splatsin's long-term sustainability, self-governance, and organizational priorities.
The Director oversees the Finance Department and is accountable for financial planning, budgeting, reporting, risk management, compliance, internal controls, and the integrity of the Nation's financial operations. The incumbent ensures compliance with the Splatsin Financial Administration Law, Generally Accepted Accounting Principles (GAAP), funding agreements, and all applicable legislation while fostering a culture of accountability, transparency, and continuous improvement.
As a trusted advisor to the Band Administrator and an appointed Officer to the Chief and Council, the Director provides strategic financial analysis and recommendations to support informed decision-making. The role builds collaborative relationships with leadership, departments, funding agencies, auditors, financial institutions, government partners, and community stakeholders while leading a high-performing finance team and advancing organizational excellence.
DUTIES AND RESPONSIBILITIES:
Financial Leadership & Strategy
- Ensure financial management practices support the principles of transparency, accountability, and good governance in accordance with the Splatsin Financial Administration Law.
- Provide strategic leadership and direction for the Finance Department in alignment with Splatsin's vision, strategic priorities, and governance objectives.
- Develop and implement long-term financial strategies that support organizational priorities, financial sustainability, economic development, and self-governance.
- Advise the Band Administrator on financial matters, organizational risks, opportunities, and financial implications of strategic initiatives.
- Support organizational planning by providing strategic financial analysis, forecasting, and recommendations to inform decision-making.
- Foster a culture of accountability, transparency, fiscal responsibility, and continuous improvement.
Financial Operations & Oversight
- Direct and oversee all financial operations, including accounting, accounts payable, accounts receivable, payroll, banking, taxation, investments, and financial administration.
- Ensure the accuracy, completeness, and integrity of all financial records and accounting processes.
- Provide strategic oversight of procurement governance and financial controls.
- Provide oversight of significant financial transactions, reporting processes, and financial controls to ensure accuracy, integrity, and compliance.
- Ensure month-end and year-end close processes are completed accurately and within established timelines.
- Monitor organizational cash flow, banking relationships, investments, and borrowing requirements.
Financial Reporting, Compliance & Risk Management
- Ensure financial reporting meets legislative, funding, and organizational requirements.
- Ensure compliance with the Splatsin Financial Administration Law, Generally Accepted Accounting Principles (GAAP), funding agreements, and applicable legislation.
- Lead the annual audit process and coordinate responses to audit findings and recommendations.
- Identify, assess, and mitigate financial risks affecting the organization.
- Develop, implement, and monitor financial policies and procedures to safeguard organizational assets and strengthen financial governance.
Budgeting, Funding & Financial Planning
- Lead the annual budgeting process in collaboration with department managers.
- Review departmental operating and capital budgets and provide recommendations.
- Monitor organizational financial performance through variance analysis, forecasting, and performance reporting.
- Oversee funding agreements, financial reporting obligations, and grant compliance requirements.
- Evaluate the financial viability of organizational initiatives, projects, and capital investments.
- Provide financial modelling and long-range financial planning to support organizational sustainability.
Leadership & People Management
- Provide leadership, supervision, coaching, and mentorship to Finance Department employees.
- Establish performance expectations, conduct performance evaluations, and support employee development.
- Ensure appropriate workload distribution, succession planning, and continuous learning opportunities.
- Foster a collaborative, accountable, and high-performing work environment while building positive relationships with employees, leadership, auditors, funding agencies, financial institutions, and external partners.
Governance & Continuous Improvement
- Support organizational governance through the development, implementation, and continuous improvement of financial policies, procedures, and internal controls.
- Lead initiatives that improve financial systems, technology, business processes, reporting capabilities, and service delivery.
- Participate as a member of the Financial and Audit Committee.
- Perform other related duties consistent with the scope of the position.
Mandatory Education:
- Bachelor’s degree in accounting, Finance,
Business Administration, Commerce, or a related discipline.
- CPA designation is preferred. An equivalent combination of education, professional certification, and progressively responsible financial leadership experience may be considered.
Mandatory Experience:
- Minimum seven (7) years of progressively responsible financial management and accounting experience.
- Demonstrated experience leading full-cycle financial operations, including budgeting, financial reporting, payroll, accounts payable and receivable, taxation, banking, audits, and internal controls.
- Experience leading annual audits and collaborating with external auditors.
- Experience developing, implementing, and evaluating financial policies, procedures, and internal control frameworks.
- Experience working within a First Nations government, Indigenous organization.
Assets:
- Experience administering funding agreements, grant reporting, and government funding requirements.
- Experience with enterprise financial management systems, preferably Xyntax.
- Minimum three (3) years in a senior leadership or management role.
Knowledge:
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and financial management best practices.
- Strong understanding of budgeting, forecasting, financial planning, risk management, internal controls, and financial reporting.
- Knowledge of payroll legislation, taxation, procurement, and applicable regulatory reporting requirements.
- Knowledge of the Splatsin Financial Administration Law, governance principles, and funding agreement requirements, or the ability to quickly acquire this knowledge.

- Demonstrated professionalism, sound judgment, discretion, and the ability to maintain strict confidentiality.
- Advanced proficiency in Microsoft Office, particularly Microsoft Excel.
ADDITIONAL REQUIREMENTS:
- Current BC driver’s license.
- Criminal Record and Vulnerable Sector Check
Job Types: Full time, Permanent Pay: $90,000 - $100,000 per annual to start - based on experience & education.
Schedule:
- Monday to Friday
- Weekends as needed
- 8:30am-4:30pm
