The Opportunity

Reporting to the Vice President, Research and Technology Park Operations, the Executive Director, Technical Operations and Asset Management provides strategic leadership for the stewardship, performance and long-term renewal of assets and infrastructure across Innovation Saskatchewan’s Research and Technology (R+T) Parks in Saskatoon and Regina. As a senior leader, you will oversee technical operations, facilities stewardship, sustainability initiatives and capital planning while working collaboratively across the organization to align asset investments with tenant needs and long-term organizational objectives.

You will lead multidisciplinary teams responsible for building operations, technical services, energy systems and infrastructure renewal, ensuring safe and efficient service delivery while protecting the long-term value of R+T Parks’ assets.

Primary Responsibilities

Strategic Leadership

- Provide strategic leadership for Technical Operations and Asset Management.
- Develop departmental strategies, priorities and performance objectives aligned with organizational goals.
- Foster accountability, innovation, continuous improvement and service excellence.
- Advise senior leadership on asset performance, risks, investments and opportunities.

Asset Management and Capital Planning

- Oversee asset management frameworks, stewardship practices and long-term renewal plans.




- Guide capital investment planning using lifecycle costing, risk management, condition assessments and operational needs.
- Work across the division to ensure capital projects support operations, maintenance, lifecycle and commissioning requirements.
- Support renewal, redevelopment and growth across the R+T Parks.

Operations and Service Delivery

- Lead building operations, maintenance, technical trades, energy operations and landscape services.
- Set service standards and accountability measures for consistent, high-quality delivery.
- Monitor performance and improve efficiency, effectiveness, emergency response and business continuity.
- Evaluate internal and contracted service delivery models to optimize resources and performance.

Sustainability, Energy and Building Performance

- Lead sustainability, energy optimization and building performance initiatives.
- Embed sustainability into maintenance planning, procurement and capital investments.
- Monitor emerging technologies, industry trends and regulatory developments affecting facilities and infrastructure.

Financial Stewardship, Safety and Risk Management

- Lead operating and capital budgets, forecasting and financial planning.
- Align resources with priorities, asset risks and service delivery needs.
- Strengthen procurement, contract management, accountability and lifecycle cost control.
- Promote workplace safety and compliance with health, safety, legislative and regulatory requirements.

People Leadership

- Lead, coach and develop a high-performing management team.
- Set clear expectations, accountability frameworks and performance standards.
- Support succession planning, workforce development, knowledge transfer and organizational capacity.
- Foster a respectful, inclusive and cooperative workplace culture.





Collaboration and Stakeholder Relations

- Serve as an active and collaborative member of the agency senior leadership team.
- Build relationships across Innovation Saskatchewan and with tenants, contractors, consultants, utilities, regulators and stakeholders.
- Communicate complex technical, operational and financial information clearly.
- Represent Innovation Saskatchewan on technical operations, asset stewardship, facilities and infrastructure planning.

What We Want from You

- Post-secondary education in Engineering, Facilities Management, Asset Management, Business Administration, Commerce, Construction Management, or a related discipline; equivalent education, training, certification and experience may be considered.
- 10–15 years of progressive leadership experience in facilities, technical operations, infrastructure, asset management, property management, or a similarly complex environment.
- Experience leading multidisciplinary teams, significant budgets, long-term asset planning, operational strategy and organizational change.
- Strong strategic leadership, business planning, financial management, risk management, stakeholder engagement and communication skills.
- Deep understanding of facilities operations, infrastructure management, asset stewardship, safety, sustainability, service excellence and operational integrity.
- Professional designations and public sector, Crown corporation, or similarly accountable organizational experience are considered assets.
