Overall Purpose
Reporting to the Senior Manager, Early Years and Child Care Services (or designate), the Manager – Child Care Services will be responsible for the oversight, management and/or coordination of early years and child care service teams and designated programs in the TDSB serving children from 0-12 years old and their families, that fall under both the Child Care and Early Years Act and Education Act.
Summary of Duties
- Co-ordinate, direct and facilitate the provision of early years services and programs in schools to support a seamless day delivery model for early years programs in the TDSB.
- Provide leadership and direct support to Superintendents of Education, Principals, Facility Services staff, Strategy and Planning, Toronto Lands Corporation and other system leaders to ensure consistency of program standards and procedures among early years
- Provide direct support to school and child care and before-and after-school programs to develop a more coordinated and collaborative early years system across
- Provide advice and direct operational and program support to child care staff and operators in TDSB
- Support the planning, programming, management, and direct operations for TDSB Extended Day Programs, including central and program staff (e.g., Designated Early Childhood Educations, Early Childhood Assistants, etc.,) and school administrators (principals/vice principals).
- Provide advice and direct operational and program support to Before- and After-School Program staff and operators, both third-party and board-operated.
- Work in partnership with child care service providers to support quality
- Support the implementation of the TDSB’s early years Policies and
- Provide leadership and support for the Ministry of Education and City of Toronto’s programs and policies (e.g., Schools First – Capital Retrofit Program, How Does Learning Happen?).
- Organize and deliver presentations and professional development activities in collaboration with other internal departments and external partners on topics related to programming and integrated approaches to the delivery of early years
- Develop policies, procedures, protocols and resource material related to the operation of child care and other early years programs in
- Ensure effective communication and conflict resolution between the Board/schools and child care and before- and after-school program partners.
- Liaise with Toronto Children’s Services and participate in regular joint TDSB/City meetings as needed/directed.
- Ensure appropriate space accommodations and resolve contentious space accommodation and shared space issues among school administrators and child care, and before- and after-school program
- In collaboration with other internal departnments, manage the expansion and development, and advise on the design of new child care programs in TDSB schools including child care operator selection process.
- Provide support to child care boards of directors regarding relevant policy
- Communicate, advocate and promote best practices for early years programs across the
- Convene and manage consultations and working groups with various community stakeholders, early years program staff and other TDSB staff to address emerging issues, and develop procedures and
- Respond to community requests for information, problem-solving and provide input on TDSB policies and practices pertaining to early years

Qualifications
- University Degree in Early Childhood Education or related field with five years progressively responsible leadership experience in early years programs or working in a community based environment, or an equivalent combination of education and experience.
- A sound knowledge of the legislation and policies governing the planning,
funding and delivery of licensed child care and other early years programs in Toronto and
- Experience in the delivery and supervision of collaborative early years services for children and
- In depth knowledge of early childhood best practices, Ministry resources and programs, and related current research related to early years programs and
- A thorough understanding of TDSB policies and procedures related to early years
- Experience in group facilitation, consensus building, conflict resolution and problem
- Sound understanding of the structure and operation of the school system, and early years system in
- Ability to lead and work effectively as part of a team with Board staff, early years staff and partners and
- Demonstrated ability to work effectively in a diverse learning
- Strong management and leadership
- Strong interpersonal, teamwork and organizational
- Strong conflict resolution approaches and
- Solid oral and written communication skills including presentation
- Understanding and working knowledge of the Board’s policies and procedures with respect to facilities, budgeting and financial
