Reporting to the Director, Capital Projects, for the Department of Transportation and Infrastructure Nunavut (TIN), the Manager, Municipal Planning manages a staff of planners and engineers in the provision of expert advice throughout the GN to plan infrastructure which are designed and constructed to meet functional and operational requirements within established budgets and ensures high-quality planning services that support sustainable community development. The Manager is to ensure efficient capital investment, and effective delivery of municipal services, including but not limited to water treatment, wastewater management, solid waste disposal, road systems, and related works. This position is responsible for ensuring municipal planning services are provided which result in the provision of appropriate solutions to the GN’s infrastructure needs.

The Municipal Planning

Section provides capital planning direction and support to Government of Nunavut (GN), as well as regional project management staff within TIN. The position manages the provision of municipal planning support to all GN departments, boards, agencies, municipal governments throughout the GN, as well as non-governmental organizations. The Manager, Municipal Planning contributes to leading the capital planning of capital municipal projects, as well as the development of project business cases to substantiate project approval by providing feasibility and planning studies, and briefs to describe the character, size,



and location of northern infrastructure to ensure planned infrastructure meets clients’ operational needs, reflects values, at the lowest possible lifecycle costs.

The primary responsibility of this position includes but not limited to:

- Oversee the planning of infrastructure including but not limited to water treatment, wastewater management, solid waste disposal, road networks, and related systems.
- Guide the preparation of functional planning studies, and technical feasibility reports.
- Ensure planning is rooted in sound engineering principles, relevant codes and standards, environmental considerations, and reflect unique geographic, climatic, and cultural conditions throughout Nunavut.
- Translate community inputs and operational requirements into functional project plans to inform long-term infrastructure strategies.
- Manage a team of municipal planners, assigning tasks, reviewing work for quality and consistency, and supporting performance development.
- Ensuring that projects’ scopes are properly defined and planned before proceeding with the RFP for design.
- Lead the development of comprehensive business cases to support of multi-year capital planning and project approvals.
- Provide expert input to capital planning committees, ensuring that municipal infrastructure projects are properly scoped, justified, and prioritized.

The knowledge, skills, and abilities required for this job are usually obtained through the following:
- A degree in civil engineering, or a related field from a recognized post-secondary institution.
- Five (5) years related work experience.
- Two (2) years experience in a supervisory or managerial position




- Experience working with Inuit organizations and municipal governments in the North maybe considered an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, and experience working in a northern cross-cultural setting are also considered assets. Acceptable combinations of education and experience at the senior administrative level may be considered for this position.
