Posted: Wednesday, September 9, 2026 Application Deadline: Wednesday, September 23, 2026 at 11:59 pm The Opportunity The Legislative and Court Services Department is comprised of three branches; Legislative Services (which includes Council Secretariat, Corporate Mail and Print Services, Vital Statistics and Access and Privacy Services), Court Services (which is responsible for the administration of justice within two court service areas in compliance with the Provincial Offences Act, the Memorandum of Understanding and Inter-municipal Service Agreements) and Enforcement Services, which is responsible for administering and enforcing several municipal by-laws including but not limited to regulations related to the parking of vehicles, pet controls, property maintenance, business licensing, and sign placement.

Under the general guidance and direction of the Director of Legislative and Court Services, the Manager of Enforcement Services is responsible for the leadership, administration, and operation of Enforcement Services, including by-law enforcement, licensing, animal control, property standards, encampment response, and related regulatory programs. This position provides oversight of service delivery, staff, budgets, policies, procedures, and enforcement activities, and is accountable for the preparation of reports and recommendations for Council and Committees. Additionally, the position ensures enforcement services are delivered in accordance with applicable legislation, municipal by-laws, and Council direction.

Overall, this position plays an integral role in providing leadership and oversight of municipal enforcement services, ensuring the effective administration of regulatory programs in support of a safe, orderly, and sustainable community.

Education (degree/diploma/certifications)

- Three (3) year University Degree in Law Enforcement Related and/or Business Administration and Accounting related

Experience

- Six (6)



years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
- At least 5 of those years experience working in the by-law administration and enforcement field
- Demonstrated Experience in Provincial Offence Court proceedings, Part I, Part II and Part III Offences
- Demonstrated Experience in establishing priorities, decision making skills, and problem solving skills
- Demonstrated Experience developing and issuing Orders and Notices

Knowledge/Skill/Ability

- Thorough knowledge of the following legislation, regulations, or requirements: Municipal Act, Freedom of information, Evidence Act, Provincial Offences Act, Part 15 Ontario Building Code, Animals for Research & Pounds Act, Occupational Heath and Safety Act, Dog Owners Liability Act and other connected Provincial and Federal Legislation
- Thorough knowledge of the following principles and standards: Enforcement practices and or Building Standards, Municipal Government, Mediation, Negotiations, adapting and addressing vulnerable populations

- Demonstrated Ability to

- Intermediate computer literacy using the following systems and software: Microsoft Suites, Amanda or equivalent, Adobe, Quick law or equivalent, various tracking databases, GIS Portal,
- Availability to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week
- Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week
- Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

Conditions of Employment





- Valid Ontario Class “G” Driver’s Licence in good standing
- Eligibility for and willingness to obtain full membership in the Municipal Law Enforcement Officers Association / Ontario Association of Property Standards Officers within twelve (12) months of hire date
- Eligibility for and working towards obtaining full membership in Certified Municipal Manager within twelve (12) months of hire date
- Completion of Possession & Acquisition Firearms Licence Restricted and Non-restricted within 120 Days of hire date
- Satisfactory Criminal Record Check*
- Please note that this is a requirement for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have met this criteria will be exempt from this requirement.

Other Significant Information Location: 45 Caedar Pointe Drive, Barrie, Ontario Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply

Wage: This a permanent full-time non-union position with the following pay level and 2026 pay range:

- Pay Level: Level 14
- Yearly Salary: $111,689.64 to $149,698.47
- Hourly Pay Rate: $61.37 to $82.25
