Qualifications:
Education, Certification & Licenses
- College diploma or university degree (3 to 4 years) in the field of computer science or a related field or an equivalent combination of education and experience
- Microsoft 365 Certified: Enterprise Administrator, Microsoft Certified Systems Engineer (Retired), Certified Information Systems Security Professional (CISSP) or equivalent is required.
- ITIL Foundation Certification, Fortinet NSE 4 or equivalent would all be considered assets.
- Must have a valid Ontario Class G driver’s license and access to a reliable vehicle
Experience Five (5) years of relevant and progressive work experience in an IT Network or IT Security role within a Microsoft network workplace. This experience should include:
- Minimum of one (1) year of supervisory experience and demonstrated ability to supervise a technical support team.
- Experience with Microsoft desktop and server operating systems in both physical and virtual environments.
- Minimum three (3) years’ experience designing and implementing complex network infrastructures.
- Experience in firewall management.
- Experience with VPN, Reverse Proxy, MDM, Telephony, SharePoint, IIS, SQL, Enterprise backup and XDR/ SOC/ SIEM.
- Experience supporting enterprise applications (ERP, financial, HR, office automation, etc.)
- Demonstrated experience managing projects.

- Proven ability to manage and optimize financial, human and physical resources.
- Solid technical expertise in various information technology systems.
- Good project management and asset management skills.
- Working knowledge of Counties’ programs and services, with the ability to understand competing business requirements and their inter-relationships in a diverse organization.
- Demonstrated ability to research, plan, organize, set priorities, and meet deadlines to ensure the efficient operation of the corporate information technology functions.
- Proven analytical and decision-making skills to examine specialized and broad problems, and develop solutions
- Highly self-motivated and directed as position requires initiative and independent thinking to respond to variables in a technical environment

Summary of Position Responsibilities:
- Activity 1: Supervisory (30%)
- Work collaboratively with IT leadership team to ensure a planned, consistent and collaborative approach to supervision and service delivery that enables the department to meet the governance and business requirements of the organization, ensuring cross-training to support business continuity.
- Provide day-to-day supervision of a team of technical staff by assigning work and responsibilities, delegating responsibility as appropriate.
- Enhance a strong team culture with positive attitude and natural tendency to help others meet goals and be successful.
- Monitor and manage performance against SLAs, targets and goals, providing effective regular feedback and coaching in support of organizational and developmental goals.
- Works to proactively ensure and enhance positive and effective relationships within the team and stakeholders. Deals with problems and issues, managing resolution, corrective action,
lessons learned and the collection and dissemination of relevant information to the relevant parties.
- Identify training needs and solutions to support organizational progress and individual career path goals; train, mentor and coach direct reports to fulfillment of learning and development goals; broaden own knowledge of current and future IT trends and issues through ongoing professional development.
- Provide support and coverage to other department supervisors as requested.
Activity 2: Design, Maintenance and Security (20%)
- Manage day to day operations of the network and associated contracted services, suppliers/vendors and staffing resources while following best practices and ensuring changes are managed in a planned and controlled manner.
- In consultation with the Manager, Information Technology, design, implement and maintain overall network plans to support the organization’s business needs and agreed service levels, through ITSM standardization and ensuring network capacity meets existing and future needs.
- Analyze network performance and documented resolutions; makes a significant contribution to investigation, diagnosis and resolution of network issues to enhance quality of service and to prevent future problems. Make recommendations to Manager, Information Technology for future enhancements.
- Manage and set priorities for the design, maintenance, development and evaluation of all infrastructure systems.
- Manage and maintain licensing on Microsoft server operating systems and all core Microsoft Enterprise Solution applications.
- Create and maintain security architecture design, security awareness training program and associated documentation.
- Oversee the deployment, integration and initial configuration of new and existing IT solutions in accordance with best practices and the Counties’ Guidelines, including ensuring information flow to and from the customer/end users during the project work as applicable.
- Supervise the design and execution of vulnerability assessment, penetration testing and security audits, ensuring a comprehensive full organization approach to improve the Counties security posture and readiness.
- Identify and recommend security solution enhancements with oversight responsibility for deployment, integration and initial configuration of new solutions or enhancements to security solutions.
- Provides advice and guidance on security strategies to manage identified risks and ensure adoption and adherence to standards.
- Through research, maintains current knowledge of security industry, issues and solutions; obtains and actions vulnerability information, conducts security risk assessments, business impact analysis, recommends solutions to improve overall network security.
- Supervises technical investigation of suspicious activity and breaches of security; recommends appropriate control improvements; ensures ongoing communication with the Manager, Information Technology.
- Ensure the confidentiality, integrity, and availability of data as it relates to enterprise workstations, servers and other systems and in databases and data repositories.
Activity 3: Service Desk Management (25%)
- Provide excellent customer service through collaboration and consultation with divisions/departments in line with areas of responsibility.
- Build and improve Service Desk operations and strengthen ITSM through standardization.
- Develop and oversee request handling and escalation procedures per the service desk Standard Operating Procedures.
- Assist with the development of Service Level Agreements (SLAs) and corresponding problem resolution expectations and timeframes; ensure all requests for support are dealt with according to set standards and procedures.
- Track and analyze trends in IT Service Desk requests; monitor incident trends and anticipate potential problems for proactive resolution and generate statistical reports.
- Assess needs for any system and/or procedural changes (minor or significant) based on request trends and make recommendations to the Manager, Information Technology.
- Prepare and analyze Service Desk Delivery metrics to continually improve service.
Activity 4: Project Management (20%)
- Provides advice to support achievement of business objectives through excellent customer service, and collaboration with division/departments in line with respective areas of responsibility.
- Adhere to the Project Intake and Approval SOP and communicate with stakeholders concerning deliverable, timelines and budget.
- Ensure project deliverables are completed on time and on budget; correcting for variance or project team performance as required.
- Manages suppliers to meet key performance indicators and deliverables, using supplier expertise to support and inform development roadmaps.
- Report on project status to appropriate stakeholders and senior levels of management.
Activity 5: Administration (5%)
- Prepare reports on the state of the network as relates to opportunities and risk management.
- Prepare monthly activity report and document processes related to the functions of the role.
- Actively contribute to and assist with the development and implementation of policies, processes, standards, guidelines and training plans.
- Conduct research on emerging trends, products, services, protocols and standards.
- Provide IT advisory services on committees or working groups as assigned.
- Maintain good administrative and documentation habits for position responsibilities.
