Mansour Canadian Rail Motive Power Services Inc. offers specialized workforce that provides support to all Class 1 and Short-line railways. Our Motive power team provides several services for locomotives and track equipment. We are currently seeking a Procurement Officer to join our team!

Roles and Responsibilities

- Consult with department heads to understand their purchasing needs and specifications.
- Develop procurement plans based on demand forecasts and budget availability.
- Identify, evaluate, and shortlist suppliers based on quality, cost, reliability, and service.
- Maintain and update a list of approved vendors for key materials and services.
- Solicit quotations and proposals from suppliers for materials, services, or equipment.
- Evaluate bids, ensuring alignment with quality standards and budget.
- Prepare and issue purchase orders (POs) in line with company policies.
- Track and ensure purchase orders are acknowledged and processed by suppliers.
- Monitor order progress, ensuring timely delivery of materials or services.
- Communicate with suppliers to address delays, shortages, or discrepancies.
- Negotiate favorable pricing, payment terms, and delivery schedules with suppliers.
- Secure discounts and bulk purchase advantages whenever possible.
- Ensure all purchases remain within budget and report any variances.
- Identify and recommend cost-saving opportunities in procurement processes.
- Maintain strong professional relationships with key suppliers to ensure reliable supply chains.
- Conduct regular reviews to assess supplier performance and compliance with agreements.
- Address and resolve supplier grievances or performance issues efficiently.
- Escalate and mitigate risks associated with supplier non-performance.
- Ensure all purchasing activities comply with organizational policies,



industry standards, and regulatory requirements.
- Stay updated on relevant procurement laws and best practices.
- Maintain accurate and detailed records of all procurement activities, including purchase orders, invoices, and contracts.
- Generate reports on cost analysis, vendor performance, and procurement metrics.
- Collaborate with inventory and warehouse teams to avoid overstocking or shortages.
- Track material usage and ensure optimal stock levels are maintained.
- Verify that goods and services received meet quality standards and specifications.
- Coordinate with suppliers to replace defective or substandard materials promptly.

Skills and Qualifications

- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field.
- At least 2-5 years of experience in purchasing or procurement roles.
- Knowledge of procurement software and ERP systems, such as Microsoft GP and Smart Sheets
- Strong ability to evaluate specifications, costs, and compliance requirements.
- Proven experience negotiating contracts and ensuring cost savings.
- Ability to handle multiple orders and deadlines simultaneously.
- Strong verbal and written communication for vendor and internal team interactions.
- Quick decision-making skills to address procurement challenges.
