Senior IT Technical Business Analyst
Location: Edmonton, Alberta
Work Arrangement: Primarily Onsite; occasional remote work may be required with reasonable notice
Duration: 12 Months
Hours: 36.25 hours per week / 7.25 hours per day
Position Overview
We are seeking a Senior IT Technical Business Analyst / Senior Business & Change Management Analyst to support complex technology, business transformation, process improvement, and organizational change initiatives.
The successful candidate will work closely with business stakeholders, technical teams, project managers, and senior leadership to identify business needs, define requirements, improve processes, support technology initiatives, and facilitate successful organizational adoption.
The role is expected to be approximately 60% Business Analysis and 40% Organizational Change Management , although the allocation may vary based on project requirements.
Key Responsibilities
Business Analysis & Project Delivery
- Lead and support initiatives from discovery through implementation and stabilization.
- Conduct stakeholder interviews, discovery sessions, workshops, and business needs assessments.
- Elicit, analyze, document, and validate business, functional, and technical requirements.
- Develop business cases, process maps, user stories, use cases, roadmaps, briefing materials, and other project documentation.
- Analyze existing business processes and identify opportunities for improvement.
- Support the development, enhancement, testing, implementation, and maintenance of business applications and systems.
- Collaborate with business and technical teams to ensure solutions align with business objectives and user needs.
- Facilitate user acceptance testing and business readiness activities.
- Support project managers with risk, issue, governance, reporting, and mitigation activities.
- Develop project and portfolio reporting and communicate progress to senior leadership.
Organizational Change Management
- Develop and execute change management strategies and plans.
- Conduct stakeholder analysis and change impact assessments.
- Assess organizational readiness and identify adoption requirements.
- Develop communication, engagement, training, coaching, and resistance-management plans.
- Partner with leaders and project teams to build awareness, commitment, and support for change.
- Support leaders in managing resistance and reinforcing desired behaviors.
- Monitor adoption, utilization, and proficiency of implemented solutions.
- Facilitate workshops, presentations, and stakeholder discussions.
Process Improvement & Operational Support
- Identify opportunities for process optimization and service improvement.
- Analyze business performance measures and reporting.
- Provide recommendations to support informed decision-making.
- Contribute to business and operational planning.
- Develop and present options, recommendations, and implementation approaches to senior decision-makers.
Required Qualifications
- University degree in Business Administration, Commerce, Public Administration, Organizational Development, Change Management, Information Systems, or a related discipline, or equivalent education and experience.
- Minimum 5 years of relevant experience in areas such as:
- Business analysis
- Project delivery
- Project management
- Project governance
- Requirements analysis
- Process improvement
- Organizational change management
- Demonstrated experience developing integrated plans, project/portfolio reporting, and communicating progress to senior executives.
- Experience helping organizations execute strategies involving technology, processes, organizational design, and IT operations.
- Experience developing project documentation for a variety of initiatives.
- Experience working directly with internal stakeholders and external/public users.
- Experience with Agile, Scrum, Waterfall, Kanban, or Hybrid delivery methodologies.
- Experience working with cross-functional teams to understand requirements and align solutions with product vision and user needs.
- Experience defining project scope, goals, deliverables, roadmaps, governance, briefing notes, and business cases.
- Strong stakeholder engagement, communication, facilitation, presentation, analytical, and problem-solving skills.
- Business Analysis certification such as IIBA or equivalent.
- Change Management certification such as Prosci, ACMP, CMI, APMG, or equivalent.
- Must reside in Alberta for the duration of the engagement.
Preferred / Asset Qualifications Preference may be given to candidates with:
- Active PMP certification.
- Certified Scrum Master certification.
- Experience with Prosci ADKAR, ACMP, Kotter, or similar change-management methodologies.
- Business process mapping, engineering, re-engineering, and continuous improvement experience.
- Value Stream Mapping experience.
- Stakeholder communications and training-development experience.
- Experience developing, enhancing, and supporting complex business applications.
- Experience with UAT, business readiness assessments, and implementation planning.
- Public-sector or government experience.
- Experience working within regulatory environments.
- Business intelligence, reporting, and performance measurement experience.
- Experience with data integration between complex applications.
- Experience as a Change Manager on large, complex custom software application development projects.
- Experience analyzing, developing, and integrating complex IT systems involving multiple data sources, web services, and legacy systems.
- Ability to translate complex business questions into appropriate analytical questions and solutions.
Work Setting The position is primarily onsite in Edmonton, Alberta . Occasional remote work may be required with reasonable notice. Candidates must maintain Alberta residency throughout the engagement.
When working remotely, applicable organizational requirements regarding the handling and storage of information must be followed.
Candidate Profile The ideal candidate is a senior-level professional who combines strong Business Analysis, Project Delivery, Project Governance, Process Improvement, and Organizational Change Management capabilities.
The candidate should be comfortable working with both technical and non-technical audiences, facilitating discussions with stakeholders, presenting recommendations to senior leadership, managing competing priorities, and guiding organizations through technology and process change.

Candidates will be assessed based on the relevance and depth of their qualifications, experience, and ability to demonstrate successful delivery of comparable business analysis, project delivery, governance, and change-management initiatives.
