Role Overview

Seeking a Senior Project Manager / Release Management Lead to establish and operationalize an enterprise-wide Release Management framework within a large public-sector environment. This role will assess current practices, develop standardized governance and processes, and drive adoption across multiple business and technology teams.

Key Responsibilities

- Develop and implement an enterprise Release Management framework, including governance, processes, standards, procedures, roles and responsibilities.
- Assess existing release and deployment practices, identify gaps and recommend improvements.
- Establish release planning, scheduling, dependency management, risk management and deployment readiness processes.
- Develop an enterprise release calendar and governance model.
- Create release templates, intake forms, release plans, deployment checklists and operating procedures.
- Facilitate stakeholder workshops, release assessments, risk reviews and governance activities.
- Define release metrics, dashboards and reporting frameworks.
- Partner with Project, Product, Operations, Infrastructure, Change Management, Service Management and vendor teams.
- Develop training and knowledge-transfer materials and support organizational adoption.
- Provide executive-level reporting, recommendations and status updates.

Must-Have Requirements
- Previous government/public-sector experience is required.




- 10+ years of experience across IT Service Management, Release Management, Change Management, Project Delivery or related disciplines.
- Demonstrated experience establishing or significantly maturing enterprise Release Management practices.
- Experience developing enterprise-wide governance frameworks, operating models, standards, procedures and IT service management processes.
- Strong knowledge of ITIL and IT Service Management, including Release, Change, Incident, Problem and Configuration Management.
- Experience assessing current-state processes, identifying gaps and implementing practical process improvements.
- Strong understanding of Agile, Waterfall, Hybrid and DevOps delivery models, including CI/CD and software deployment lifecycles.
- Experience working across multiple business units and technology teams with differing delivery and governance models.
- Solid stakeholder facilitation, consensus building and organizational change/adoption skills.
- Experience developing executive-level reports, presentations, dashboards and governance materials.
- Excellent written and verbal communication skills.

Technical Experience
- Release planning, deployment coordination, dependency and risk management.
- ServiceNow, Jira, Azure DevOps or comparable enterprise delivery/service management tools.
- Release metrics, process compliance and operational performance reporting.
- CI/CD, DevOps and operational support environments.

Education
- Bachelor's degree in Computer Science, Information Technology or a related field.
