Detailed Overview

Reporting to the Director, Medical Imaging, the Supervisor, Nuclear Medicine practices in accordance with the standards of professional practice as well as utilizing a client and family centered care model and the vision and values of the department within Fraser Health (FH). The Supervisor works in a team-based environment and is responsible for the supervision and coordination of technical and staffing activities of assigned area. Oversees the quality of technical work performed, participates in recruitment and performance management and coaches and orientates team members. Updates and standardizes policy and procedure manuals, compiles financial and statistical reports and responds to enquiries.

Facilitates and coordinates research and development projects, participates in the management of computerized information systems and maintains inventory of supplies.

Acts as the Site Radiation Safety Officer (RSO) for Nuclear Medicine and promotes a culture of radiation safety for staff, patients and visitors. Responsible for implementing site specific and regional radiation safety practices as directed by the Regional Radiation Safety Officer (RRSO) to ensure the NM department is compliant with all Canadian Nuclear Safety Commission (CNSC) Acts and Regulations as well as all applicable Provincial and Federal regulations (e.g. WorkSafe BC, Transport Canada), licensing and organizational requirements.

Responsibilities

- Supervises and coordinates the technical and staffing activities for assigned area by utilizing staff effectively within the allocated budget to meet changing workload demands, setting daily priorities and providing technical guidance/advice. Assists with troubleshooting of equipment, facilitates workplace solutions with other personnel, troubleshoots other work related issues and consults with the management team, medical staff and other technical team members as required to ensure services are performed in an effective, efficient and cost effective manner.
- Evaluates requisitions for urgency and procedure requirements, consults/communicates with Radiologist regarding requests concerning special requirements and co-ordinates activities with other clinical departments.
- Oversees the quality of work performed for assigned area by participating in the development of protocols, checking with team members to ensure procedures/examinations are conducted according to established protocols, ensuring the documentation and implementation of corrective action and assisting with resolutions to difficult quality control issues by determining appropriate internal/external action(s).
- Participates in performance management and conducts regular performance evaluations of team members in collaboration with the management team and other designated personnel. Provides input regarding technical competence and additional training requirements. Documents performance problems which may lead to discipline for management’s attention and follow-up.
- Participates in recruitment of team members in collaboration with the management team and other designated personnel by identifying vacancies, commencing internal paperwork, participating on interview panels for staff selection and providing recommendations regarding evaluation of candidates to facilitate optimal hiring decisions.
- Ensures appropriate staffing coverage in collaboration with Regional Scheduling by providing timely information for the preparation of work schedules. Provides guidance and troubleshoots on staffing/scheduling related issues. Facilitates rearrangement of assignments to provide coverage in cases of unplanned staff shortages/absences. Calls in relief staff as appropriate and identifies overtime requirements for approval in accordance with established overtime policies.
- Coaches team members and new staff to ensure they’re familiar with organizational policies, procedures and standards of practice. Determines and implements training programs and orientation in conjunction with management team and Clinical Instructor by clarifying requirements, discussing progress and facilitating establishment of individual and team goals. Arranges and presents in-service sessions as required. Assesses progress and provides feedback and/or written documentation to ensure adherence to departmental standards. Coordinates the introduction and ongoing development of new skills/procedures. At site level, leads the implementation of regionally developed training programs and materials that provide education on radiation safety for all LMMI and non-LMMI staff and contracted employees that use, store, transport or are otherwise exposed to radioactive materials (e.g. housekeeping, security, FMO etc.).
- Ensures that site clinical leaders in areas providing therapeutic care to nuclear medicine patients have provided staff with appropriate training and follow all relevant policies and procedures in accordance with the CNSC and provincial regulations. Where applicable, supports the implementation of a dosimetry program for staff.
- Acts as Site Radiation Safety Officer (SRSO) for Nuclear Medicine. Duties include responsibility for radiation safety in daily operations in compliance with the Secure Use of Radioisotopes in Nuclear Medicine program and CNSC license requirements, approving and maintaining Authorized User lists,



ensuring provision of timely radiation safety education and training for staff, ensuring staff are classified as Nuclear Energy Workers where required. Ensures timely leak testing and calibration of equipment, record keeping and quarterly review of department occupational exposure reports with follow-up action as required.
- Ensures diagnostic, therapeutic and processing licenses and permits are current for the NM department in conjunction with the RRSO. Works with the RRSO to prepare for license renewal applications to CNSC in accordance with conditions contained in relevant licenses. Prepares annual compliance reports (ACRs) and submits to RRSO. Submits any requests for change(s) to the department license to the RRSO.
- Works collaboratively with the NM RSC to design and maintain a “global” or program-wide NM radiation safety program that conforms with ALARA principle of dose limitation (as low as reasonably achievable) and complies with current regulatory requirements expressed in the Nuclear Safety and Control Act, applicable CNSC Regulations, regulatory guidelines and the nuclear substance license conditions established by CNSC.
- Works with the Site Coordinator, RRSO and the NM RSC, as relevant, to establish, update and standardize policy and procedure manuals related to departmental functions and radiation safety. Reviews existing materials and procedures and provides input into revisions and new policies. Liaises with NM RRSO, NM Radiation Safety Committee (RSC), Operations Director, NM Physicist, NM RPL and frontline staff on issues related to radiation safety and organization compliance with policies and procedures with the Radiation Safety Program. Requests and summarizes input from team members and ensures compliance with approved new/revised policies and procedures at the site level.
- Reviews new regulations and assesses their implications on the NM department. Communicates new regulations and provides regulatory updates from CNSC and RRSO to appropriate staff and updates education processes as needed.
- Confirms measures are taken to ensure the import, export, packaging and transport of nuclear substances is conducted in accordance with CNSC and Transport Canada regulations.
- Shares knowledge with the RRSO and NM Medical Physicist in the planning and approval process for new and renovated facilities to ensure that locations where radioactive materials are used or stored incorporate appropriate engineering controls and comply with CNSC design requirements. Ensures that shielding designs and dose estimates are submitted by the NM Medical Physicist to the RRSO for submission to CNSC for approval
- Submits requests to the RRSO for authorization to purchase or use new radioactive material in order to ensure compliance with the NM Radiation Safety Program, relevant legislation and license conditions. Oversees area equipment performance by ensuring equipment services are performed. Coordinates with service personnel regarding planned maintenance services and unplanned service calls. Reports malfunctions to appropriate personnel for repair, maintains service records, meets with trade representatives to provide feedback and obtains information on new updates as well as identifies processes to improve operations.
- Actively participates in and contributes to the NM RSC and the NM Regional Practice Committee (RPC) as a member.
- Ensures appropriate measures are in place to respond to emergencies and unplanned events involving radioactive materials. Participates as a NM emergency responder for incidents regarding radiation when needed. Ensures incident reports are completed as per organizational policy. Leads the investigation at the site level of reports of overexposure to ionizing radiation, incidents involving radioactive materials or losses of radioactive material. Communicates reportable incidents and submits reports to the RRSO and operational director, as required. Collaborates with the RRSO and frontline staff to recommend appropriate actions to mitigate the consequence of, or to prevent recurrence of, overexposure to ionizing radiation, incidents involving radioactive material or losses of radioactive materials.
- Participates in Continuous Quality Improvement/LEAN initiatives by using established monitoring and auditing methodologies to perform quality assurance checks. Trains new staff in quality improvement and verification procedures. Collaborates with RRSO, NM Medical Physicist and Quality Coordinator to develop tools and procedures to improve the quality of the NM radiation safety program. Coordinates with the RRSO and participates in scheduled NM site radiation safety audits. Observes and documents work practices in relation to radiation safety. Reviews audit results and implements recommended remedial measures in a timely manner. Follows up as required with the RRSO and operations director. Stops unsafe work if the use of radioactive material poses a direct risk to safety or security and is a breach to the CNSC regulations. Reports incidents to RRSO and,



with consultation from RRSO, provides directives to expedite the implementation of corrective actions.
- Oversees and monitors Occupational Health & Safety Regulations including Infection Control, Fire Safety, Disaster Management, WHMIS and Smart Moves by updating department staff on changes to safety procedures, following up on safety recommendations and ensuring that staff are adequately trained and authorized to operate machinery and equipment. Enforces safety procedures to ensure safety precautions are followed at all times and follows up on identified problem areas according to department procedures.
- Performs technical work as required by performing duties such as positioning patients, explaining procedures, correlating clinical history with examination to be performed and operating imaging equipment in accordance with established standards and procedures. Monitors patient during procedures and responds to emergent situations in accordance with facility policies and procedures. May be required to perform cardiopulmonary resuscitation in the event of an emergency.
- Maintains a variety of records and prepares reports as required on various activities by setting up and updating computerized files and spreadsheets using word processing and spreadsheet software, compiling, recording and tabulating data from various sources and summarizing information into report form for budgetary requirements and workload monitoring purposes.
- Ensures inventory of supplies by checking supplies, identifying depleting stock, ordering and authorizing requisitions and maintaining awareness of status and restrictions to ensure departmental needs are met within budgetary restraints.
- Facilitates and coordinates research and development projects by promoting staff awareness and involvement in research activities, identifying relevant research opportunities such as issues/practice which require research and incorporating research findings/information into policies, procedures and educational programs and materials.
- Participates in the management of computerized information by ensuring staff and physicians are trained in the use of the various information and digital imaging storage systems. Monitors system performance, identifies problems, maintains procedure manuals and performs quality utilization functions to maximize the efficiency and effectiveness of Medical Imaging operations.
- Maintains knowledge of developments within area of practice and sets measurable goals and objectives within a team or individual environment, incorporating the organization’s vision, values, goals and corporate plan by reviewing relevant literature/resources/product information to keep abreast of new developments and research. Consults with colleagues, participates in professional development activities to improve care through new practices and develops a plan in collaboration with designated personnel/team for professional development. Reviews progress to ensure that goals are achieved within established time frames.
- Performs other related duties as required.

Qualifications

Education, Training and Experience Certification with the CAMRT. Completion of a Radiation Safety Officer course from recognized program applicable for the use of radioactive materials under CNSC regulations. Four (4) years' recent, related experience, including one (1) year's supervisory and leadership experience or an equivalent combination of education, training and experience. Cardiopulmonary resuscitation (CPR) certification - Basic Life Support (BCLS) level.

Valid BC Driver’s License as required. Travel will require the use of a personal vehicle.Skills and Abilities
