The opportunity:

The development of the university’s annual operating budget is led jointly by the Provost and Vice-President (Academic) and the Vice-President (Administration). The budget development process is coordinated by the Financial Planning Office. As part of the Financial Planning Office, the University Budget Officer supports the development of the budget while also providing guidance to senior leadership, academic units and administrative units in support of short and long-term financial and strategic planning while preserving the long-term health of the organization.

In doing this, this position also supports faculty/unit budget planning by providing training, guidance, advice and direction to finance/budget officers in the context of budgeting, resource allocation and the related tools, systems and processes.

The qualifications and experience we’re looking for:

- A university degree and Chartered Professional Accounting (CPA) designation is required.
- A minimum of ten years directly related experience in a complex business and accounting environment,



including five years of budget and finance experience is required.
- A solid accounting background with experience working in a computerized accounting environment is required.
- Experience working with diverse groups in a large decentralized organization is desirable.
- Experience in a university environment would be an asset.
- An acceptable equivalent combination of education and experience may be considered.
- The analysis of budget, financial, and information systems with demonstrated analytical and problem solving skills is required.
- A comprehensive understanding of the programs within the financial administration system and how these programs interface with the system is required.
- Proficient in the use of Microsoft Excel and Word in a Windows environment.
- A sound knowledge of University policy and procedures is desirable.
- Excellent oral and written communication skill s are required.
- Superior organization ability and strong interpersonal skills is required.
- Must have robust presentation and customer service skills.
- Must be able to deal effectively and tactfully with all levels of staff, including senior management.
- Must maintain good relations with all university departments and faculties, and have the ability to work independently at a high level.
- Ability to work under pressure with a high degree of independence is required.
- Ability to interpret and prepare complex, detailed, accurate and timely financial Information in a fast paced environment with the ability to present data and reports in a concise manner is required.




- Ability to adapt to an ever-changing environment is required.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
