The Town of Milton is proud to deliver high-quality, sustainable municipal services that support a vibrant, inclusive, and forward-looking community where residents thrive, businesses succeed, and nature is respected and protected.Our vision is to foster a safe, diverse, and welcoming setting—one that honours its natural landscapes and rich heritage, supports thriving and inclusive neighbourhoods, nurtures a strong and balanced economy, and offers exceptional opportunities to live, learn, work, and play.What We Offer?This position is eligible for the following:• Annual Salary Range: $79,576 - $99,471• Payment in Lieu of Benefits (for contracts over 12 months)• Employee Assistance Program• Eligibility to participate in the OMERS pension plan• Paid time off, including vacation and incidental days (for contracts over 6 months)• Employee perks/discounts: Discount on Active Living Pass and Perkopolis• Flexible work arrangements, including hybrid work options and participation in the Town’s compressed work-week program (for eligible positions)Position SummaryReporting to the Manager, Digital Transformation, the Business Analyst is responsible for supporting the successful delivery of digital transformation initiatives through business analysis, stakeholder engagement, process improvement, requirements management, testing coordination, and business readiness activities.The Business Analyst works collaboratively with departments, Digital Solutions Analysts, Project Managers, vendors, and technical resources to understand business needs, document requirements, analyze processes, and support implementation activities.The role plays a critical part in ensuring digital initiatives are aligned with business objectives, user needs, and service delivery outcomes while supporting the successful adoption of technology and process changes across the organizationMajor Job ResponsibilitiesBusiness Analysis & DiscoveryLeads stakeholder discovery activities to gather, analyze, document, validate, and prioritize business requirements, including process maps, user stories, use cases,



and supporting documentationFacilitates current-state and future-state business process analysisSupports intake enrichment activities under the guidance of the Digital Solutions Analyst where applicableIdentifies risks, dependencies, assumptions, and business impacts related to proposed initiativesRequirements & Process ImprovementsDevelops business requirements, process maps, user cases, user stories, and supporting documentationMaintains requirements traceability and support solution validation activitiesAnalyzes and maps current-state business processes, identify improvement opportunities, and support the design of future-state processes that enhance efficiency, service delivery, and organizational outcomesSupports Digital Solutions Analysts in solution evaluation and implementation planning activitiesOperations ManagementCoordinates and support User Acceptance Testing (UAT) activitiesDevelops tests scenarios and support business validation of solutionsSupports stakeholder engagement and communication activities during implementationAssists with development of training materials, user guides, and documentationContinuous Improvement & Stakeholder SupportBuilds strong partnerships with stakeholders across the organization, gathering feedback and providing ongoing support for business process and technology initiativesSupports preparation of reports, presentations, and governance materials.Education & ExperienceMinimum QualificationsBachelor’s degree or diploma in Information Technology, Business Administration, Computer Science, Public Administration, or related fieldFive years of experience in business analysis, process improvement, project delivery support, or related fieldExperience gathering and documenting business requirementsExperience facilitating stakeholder workshops and consultationsExperience supporting technology-enabled business initiativesInformation Technology Infrastructure Library (ITIL) certificationBusiness Analyst certifications: Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP)



or equivalent Business Analyst certifications or working toward certificationStrong communication, facilitation, and relationship-building skills.Strong analytical and problem-solving capabilities.Knowledge of business analysis methodologies and best practices.Experience with requirements elicitation and documentation.Experience with process mapping and business process analysis.Ability to manage multiple priorities in a fast-paced environment.Strong stakeholder engagement and consultation skillsPreferred QualificationsUniversity degree in Information Technology, Business Administration or related disciplineExperience in a municipal or public sector environmentExperience supporting digital transformation initiativesExperience working within a project management or portfolio management environmentExperience supporting organizational change and technology adoption initiativesLean Six Sigma certificationChange management certification (e.g., Prosci, CCMP)Knowledge of municipal service delivery processes and digital platformsExperience with process mapping tools (e.g., Visio)Familiarity with data analysis, reporting, and performance measurementNote to ApplicantsThis posting is for an existing job vacancy.The Town is an equal opportunity employer, committed to fostering a diverse, inclusive, accessible, and respectful workplace.
