Are you looking for an exciting opportunity to influence and oversee major capital projects across Strathcona County? The Senior Project Manager, Major Projects, leads the delivery of complex capital projects, including fire stations, recreation centres, and major facility rehabilitations.This role oversees the full project lifecycle from concept through design, construction, commissioning and the warranty phase. It includes managing the design process to completion of construction documents, and leading construction-phase activities such as contract administration, budget and schedule control, and change management.Working with multidisciplinary teams and stakeholders, the Senior Project Manager ensures projects meet operational requirements, County standards, and community expectations. The role balances technical, operational, and political considerations while facilitating stakeholder engagement to support informed decisions and optimized project outcomes.Key Responsibilities:Collaborate with interested parties to determine the project needs and establish project goals, objectives, and performance metrics aligned with the County vision and strategic objectivesDevelop comprehensive project plans and schedules, including identifying and mitigating project risks and constraintsWork with the project team and interested parties to establish a comprehensive budget that accounts for all project costs, including design, construction, and other associated project costsLead and coordinate integrated design workshops to foster collaboration and innovation in the design process, working closely with architects, engineers, and other design team members to develop sustainable and cost-effective design solutionsReview design documents and specifications to ensure compliance with project requirements, regulations, and industry best practicesOversee the execution of construction activities, monitoring progress, quality, and safety performanceFoster a collaborative work environment among contractors, subcontractors, and project team members to optimize construction sequencing and coordinationImplement lean construction principles and practices to improve efficiency, reduce waste, and enhance project delivery outcomesImplement robust cost monitoring and control processes to track project expenditures against the budget, ensuring that all change orders are properly documented, approved, and communicated to all relevant interested partiesProvide regular updates on the project's financial performance and any budget variances, cost-saving initiatives or financial risks to interested parties, executive management,



and project teamCoordinate the completion and turnover of project deliverables, including closeout documentation, as-built drawings, and warranties, including conducting comprehensive inspections and quality assessments to ensure that all work meets project requirements and standardsProvide regular project updates and presentations to Senior leadershipOversee and manage the facility commissioning process to ensure the building is performing to meet the design intentFacilitate post-project reviews and lessons learned sessions to identify opportunities for continuous improvementProvide leadership and mentoring of internal staff, including direct reportsFacilitate internal Team meetings and promote a positive work workplace that encourages innovation, collaboration, and continuous improvementQualifications and Skills:A Bachelor's degree or diploma in Civil Engineering, Construction Engineering, Architecture, or a related field from an accredited University or CollegeProfessional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) with 7 years of experience or a Professional Licensee (Engineering) or a Professional Technologist with the Association of Science and Engineering Technology Professionals of Alberta (ASET) with 9 years of direct experience with facility construction and construction project management is required for this senior-level positionProficiency in the use of Microsoft Office 365 Suite of applications as well as Adobe Acrobat Pro and Bluebeam Studio. Familiarity with construction software tools such as Building Information Modeling (BIM), project management software, and scheduling software is requiredExtensive knowledge of project management methodologies such as Agile, Lean, Integrated Project Delivery (IPD), Progressive Design Build and Construction Management, and public tendering with projects valued at $25+ millionProven experience in managing building construction projects, providing the owner's leadership of the technical design,



engineering consultants and construction management servicesExcellent project and contract management knowledge supplemented with formal trainingDirect working knowledge of various construction delivery methodologies including IPD, Design-Bid-Build, Design Build" and Construction ManagementAbility to effectively identify issues, clearly explain changes and obtain consensus when a new direction is required to meet the goals of the projectAbility to quickly gain the respect of all project team members and stakeholders through personal integrity, experience, communication and professional skills. This includes the County's project working team to the larger design and construction teamsWorking in constrained timeframes, ability to prepare and present reports, briefing documents or presentations for audiences ranging from the project team to CouncillorsIn-depth knowledge of Alberta Building Code, construction and facility terminology and methods and Occupational Health and Safety regulations as it relates to new building constructionKnowledge of sustainable building practices and ensure complianceConditions of Employment:Valid Alberta Class 5 Driver's licence and submission of a 5-year Driver's Abstract with less than 7 demeritsWillingness and ability to work in inclement weather performing on-site inspections and related duties using mandatory safety devicesAbility and willingness to work outside regular working hours on occasionWho We Are:Strathcona County is a specialized municipality located in the heart of Alberta.
