Position Summary
Reporting to the Manager, People & Culture, with day-to-day work direction provided by the Health and Safety Advisor, the Health and Safety Technician coordinates and supports the Health and Safety Management System, training programs, and assists in developing and implementing job-specific health and safety plans. Under the guidance of the Health and Safety Advisor, this position supports the design, development, and implementation of the health and safety program. The position works independently when completing work site inspections and working with both internal and external stakeholders to resolve health and safety issues. They coordinate training and testing and are expected to ensure accurate and timely data management.
Core Accountabilities
Coordination and Data Management
- Provide coordination of health and safety related testing (e.g. hearing testing, respirator fit testing, hearing protection device fit testing), in accordance with best practices, policies, procedures and legislation.
This includes proper tracking and maintenance.
- Co-ordinate and participate in formal and informal inspections and provide guidance on corrective actions, where appropriate, and follow-up.
- Responsible for managing, updating and supporting the Departments with activities related to Safe Work Practices (SWP) and Job Hazard Assessments (JHA).
- Provide coordination and tracking for the County’s “boot allowance” reimbursement program.
- Co-ordinate and/or conduct H&S; training, including new employee orientation and training renewal requirements.
- Prepare and track monthly safety topics.
- Provide coordination and tracking of health and safety related training and development opportunities, both corporate and department specific.
- Assist in implementing and maintaining the County’s working alone program.
- Act as a resource to the Health & Safety Committees, including participating in meetings; preparing agendas; taking and distributing minutes and providing reference materials.
- Co-ordinate and participate in COR audits.
Hazard Assessment Support
- Facilitate Job hazard Assessment reviews for all positions and update to include changes generated from consultation and review.
- Assist leaders with hazard and risk identification, assessment and controls.
- Provide coaching to leaders on triggers for when FLHAs are required and the quality of completion of the FLHA documentation.
Incident Investigations
- Investigate incidents as assigned.
- Assist investigators as required.
Fire and Emergency Drills
- Schedule and participate in fire drills at RVC facilities.
- Observe and document fire drill activities and participate in debriefs with evacuation leaders.
- Update emergency response handbook.
- Prepare and implement drills for other emergencies as required or requested.
General
- Lead by example, by providing superior customer service as well as following and promoting industry best practices and County values and objectives.
- Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
- Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
- Perform other administrative and coordination support duties and special projects as assigned.
Position Requirements
Post-secondary education, certificate or diploma in Health and Safety, or a related program. A minimum of three (3) years of experience implementing and maintaining health and safety management programs, preferably within a municipal environment
- Possess excellent communication skills both written and verbal.
- Demonstrate excellent customer service, organizational, prioritizing, time management and problem-solving skills.
- Comfortable with public speaking.
- Possess strong interpersonal skills.
- Alberta Municipal Health and Safety Association (AMHSA) internal auditor certification, or the ability to obtain this certification.
- Proficient with MS 365.
- Possess a valid class 5 Alberta driver’s license with a 5-year driver’s abstract with minimal infractions.
